Daniel Clarke, junior, Asa Beall, and Benjamin Tomlinson, Esquires.  The committee further
report, that by the certificate of the sheriff of Talbot county it appears, that the said sheriff was
prevented by sickness from personally attending as judge of said election, but that he authorised one
of his deputy sheriffs to hold the said election, from whom there has been no return; that the polls
have been returned by the sheriff, whereby it appears, that Philemon Sherwood, John Harwood,
Henry Johnson, and Wrighton Lamdin, Esquires, had a majority of votes; but whether the said
return be sufficiently regular, the committee submit to the consideration of the house.  The committee
further report, that the return of the sheriff of Somerset county appears to them not to be
made agreeably to the constitution and form of government of this state, the said sheriff not having
returned any persons duly elected for said county, but only stating, that Benjamin Jones, Esquire,
had ninety-five votes; Lambert Hyland, Esquire, eighty-one votes; Richard Handy, Esquire, seventy-six
votes, and John Wilkins, Esquire, sixty votes.  Your committee further report, that it appears
by the return of the sheriff of Harford county, that Abraham Jarrett, Edward Prall, John
Montgomery, and Jacob Norris, Esquires, were elected for Harford county, but your committee
are informed, that the said Jacob Norris, at the time of his being elected, was a field-officer in the
militia of this state.  All which is submitted to the house.

    On the second reading of the said report, the question was put, That the house concur with the
several parts of said report relative to Saint-Mary's, Kent, Anne-Arundel, Calvert, Charles, Baltimore,
Dorchester, Cæcil, Prince-George's, Queen-Anne's, Worcester, Frederick, Caroline, Washington,
Montgomery and Allegany counties, the city of Annapolis and Baltimore-town?  Resolved
in the affirmative.
    On progression in reading the said report, RESOLVED, That the second reading of that part of
the report which respects the return of Talbot county be postponed until Thursday next.
    On progression in reading the said report, the question was put, That Benjamin Jones, Lambert
Hyland, Richard Handy and John Wilkins, Esquires, are duly elected and returned delegates for
Somerset county?  Resolved in the affirmative.
    On further progression in reading said report, RESOLVED, That the second reading of that
part of the report which respects the return of Harford county be postponed.

    THE house met.  Present the same members as on yesterday, except Mr. John C. Thomas.
The proceedings of yesterday were read.  Mr Charles Frazier, a delegate returned for 
Queen-Anne's county, Mr. Francis Digges, a delegate returned for Charles county, Mr. John T.
Worthington, a delegate returned for Baltimore county, Mr. Samuel Miller and Mr. Thomas Savin,
two delegates returned for Cæcil county, and Mr. John Montgomery, a delegate returned for 
Harford county, appeared, and after qualifying in the mode prescribed by the constitution and form
of government, and taking the oath to support the constitution of the United States, took their seats
in the house.
    A petition from John Keller, of Frederick county, praying an act of insolvency, was preferred,
read, and referred to the committee appointed on petitions of a similar nature.
    On motion, Leave given to bring in a bill, entitled, An additional supplement to the act for the better
administration of justice in the several counties of this state.  ORDERED, That Mr. Key, Mr.
Digges, Mr. Duckett, Mr. Wilson and Mr. Ridout, be a committee to prepare and bring in the same.
     A petition from Basil Williams, of Cæcil county, stating that he was security for Patrick Hamilton,
as sheriff and collector of Cæcil county, that the said Hamilton has a claim against the state,
being his dividend of a claim which he had against the estate of Robert Christie, and praying that
he may have credit in the treasury for the same, was preferred, read, and referred to Mr. Hollingsworth,
Mr. Wallace and Mr. Montgomery, to consider and report thereon.
    Mr. Chapman, from the committee, brings in and delivers to Mr. Speaker the following report:
    THE committee to whom was referred the petition of Edward Dennis, late a soldier in the Maryland
line, report, that upon examining the vouchers offered to your committee in support of the
petitioner's claim, it appears that said Dennis did enlist as a soldier in the third Maryland regiment
