By the HOUSE of DELEGATES, December 10, 1796.

    RESOLVED, That John Smith Brookes, one of the securities of Thomas Williams, late sheriff
of Prince-George's county, be and he is hereby allowed to make payment to the state in the following
manner, to wit:  One third of the principal sum now due shall be paid on the first day of January,
seventeen hundred and ninety-eight, with all the interest then due on the said principal sum, one
other third on the first day of January, seventeen hundred and ninety-nine, with interest on the
principal then due, and the remaining third on the first day of January following, with interest
as aforesaid; but if the said John Smith Brookes shall neglect to pay any one instalment as aforesaid,
then he shall be liable to be executed for said instalment, with all interest due on the same.
                                                                By order,                                    W.  HARWOOD, clk.

    RESOLVED, That Gassaway Watkins, of Anne-Arundel county, be and he is hereby allowed to
make payment to the state in the following manner, to wit:  One third of the principal sum now

A bill, entitled, An act to prevent the exportation of flour not merchantable, and unsound salted
provisions, from the port of Havre-de-Grace, thus endorsed; " By the house of delegates, December
" 1, 1796:  Read the first time and ordered to lie on the table.
                                                                " By order,                                  W.  HARWOOD, clk.
" By the house of delegates, December 10, 1796:  Read the second time and will pass.
                                                                " By order,                                  W.  HARWOOD, clk."
A bill, entitled, An act to lay out a road from Deep Point, in Conwallis's neck, in Charles county,
until it shall intersect the public road at the New House, on the head of Mattawoman creek, in
said county, thus endorsed; " By the house of delegates, December 12, 1796:  Read the first and
" second time by especial order and will pass.
                                                                " By order,                                  W.  HARWOOD, clk."
And a bill, entitled, An additional supplement to the act, entitled, An act for the removal of the
seat of justice from Melville's warehouse to Pig Point, in Caroline county, thus endorsed; " By the
" house of delegates, December 12, 1796:  Read the first and second time by especial order and will pass.
                                                                " By order,                                  W.  HARWOOD, clk."
Which said resolutions and bills were severally read the first time and ordered to lie on the table.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, A supplement
to the act, entitled, An act to erect a town in Queen-Anne's county, thus endorsed; " By the
" house of delegates, December 7, 1796:  Read the first time and ordered to lie on the table.
                                                                " By order,                                  W.  HARWOOD, clk.
" By the house of delegates, December 12, 1796:  Read the second time and will pass.
                                                                " By order,                                  W.  HARWOOD, clk."
Which was read the first time and ordered to lie on the table.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, An act for
establishing a company for opening and extending the navigation of the river Pocomoke, thus endorsed;
" By the house of delegates, November 29, 1796:  Read the first time and ordered to lie
" on the table.
                                         " By order,                                  W.  HARWOOD, clk.
" By the house of delegates, December 12, 1796:  Read the second time and will pass.
                                                                " By order,                                  W.  HARWOOD, clk."
Which was read the first time and ordered to lie on the table.
    On motion, ORDERED, That the bill, entitled, An act for establishing a company for opening
and extending the navigation of the river Pocomoke, be committed to the honourable Littleton
Dennis and John S. Purnell, Esquires, to consider and report thereon.
    On motion, ORDERED, That the bill, entitled, A supplement to the act, entitled, An act to
erect a town in Queen-Anne's county, be committed to the honourable James Hollyday, Esquire,
to consider and report thereon.
    The honourable William H. Dorsey, Esquire, from the committee, brings in and delivers to the
president a bill, entitled, An act to authorise and empower the president and directors of the Patowmack
company to contract the breadth of the locks at the Great Falls of Patowmack; which was
read the first time and ordered to lie on the table.
    The honourable John Grahame, Esquire, has leave of absence until Friday next.
    The bill, entitled, An act declaring the right of personal liberty, and redressing the injuries thereto,
was read the second time and will not pass.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, An act to
confirm the title of Levin Irving and Samuel Smylie to the lands therein mentioned, thus endorsed;
" By the house of delegates, December 5, 1796:  Read the first time and ordered to lie on the table.
                                         " By order,                                  W.  HARWOOD, clk.
" By the house of delegates, December 7, 1796:  Read the second time and will pass.
                                         " By order,                                  W.  HARWOOD, clk."
