1796.
CHAP. XX.
A Further supplement to the act, entitled, An act for the establishment
                                        of select vestries.

30.
WHEREAS doubts have arisen, whether any vestry, under the original 
act to which this is a supplement, can employ more than one clergyman
or minister within the limits of a single parish, and it appearing,
from the increase of population, that it is impossible for one clergyman or
minister in some of the parishes in this state to perform all the duties appertaining
to that office; therefore,

    II.  Be it enacted, by the General Assembly of Maryland, That the vestrymen
of any parish, or the major part of them, shall have full power and authority to
employ such number of clergymen and clerks to officiate in their respective
churches and chapels as may, in their discretion, be deemed necessary to perform
the ministerial functions in such parish or parishes, any thing in any law to the
contrary notwithstanding.

CHAP. XXI.
An ACT to prevent the exportation of flour, not merchantable,
    and unsound salted provisions, from the port of Havre-de-Grace.

30.
WHEREAS the town of Havre-de-Grace, by several acts of congress,
has been erected into a port of of entry and delivery, and regulations
are necessary to prevent the exportation of unmerchantable flour, and
damaged provisions; therefore,

    II.   Be it enacted, by the General Assembly of Maryland, That the commissioners
of the town of Havre-de-Grace, or the major part of them, shall meet
at some convenient place in said port between the first and twentieth day of July
next, and between the first and twentieth day of July yearly and every year thereafter, during 
the continuance of this act, and then and there nominate and appoint
a person of good repute, and skilled in the goodness and quality of flour,
to be inspector of flour within the port for the year ensuing.

    III.   And be it enacted, That every commissioners of said town who shall vote
for said officer, shall take the following oath, or affirmation if a quaker, before
he shall proceed to the nomination and appointment of the said officer:  " I, A.
" B. do swear, or affirm, that I will faithfully, honestly and impartially, nominate
" and appoint such person to be inspector of flour within the port of Havre-de-Grace
" as I think in my judgment and conscience is fit and capable of executing
" the said office;" and in case of the death, refusal, or the neglect to act
of such officer so appointed, the said commissioners, or a major part of them,
shall, as soon as may be thereafter, meet together and appoint one other such
person as aforesaid, in the stead of the person so dead, refusing or neglect, to
act for the residue of the year; and if the said commissioners shall neglect and
omit to nominate and appoint the said officer as aforesaid, then the governor and
council may appoint such officer, who shall be qualified agreeably to the directions
of this act, and have the like power and authority as if he had been
nominated and appointed by the said commissioners.

    IV.   And be it enacted, That every inspector of flour who shall be nominated
and appointed as aforesaid, shall, before his executing any of the duties of said
office, take the oath, or make the affirmation if a quaker, before a justice of
the peace of Harford county, which is prescribed to be taken and made by every
inspector of flour in and by the sixteenth section of the act passed at November
session, seventeen hundred and eighty-one, entitled, An act to prevent the exportation
of bread and flour not merchantable, and for other purposes, and also
the oaths to government which are prescribed by the constitution; and the said
inspector of the port of Havre-de-Grace shall have the same allowance for the
inspection of flour as by the said act is appointed and provided.
