104            VOTES and PROCEEDINGS, November, 1796.

By the state of Maryland the annual donation of seventeen hundred and fifty pounds; by students
for tuition six hundred and twenty-eight pounds one shilling and three-pence half-penny; and
by subscribers nothing.  The committee further report, that by the said account it appears the said
visitors and governors have, during the period aforesaid, paid away the sum of nineteen hundred and
thirty-seven pounds ten shillings in salaries to the professors and masters of the said college, and the
sum of one hundred and eighty-three pounds fifteen shillings to the guardians of the boys on the
charity foundation, which payments amount in the whole to the sum of two thousand one hundred
and twenty-one pounds five shillings.  All which is submitted to the house.

Which was read.
    The report on the petition of Charles Mankin was read the second time and concurred with.
    RESOLVED, That the agent be and he is hereby directed to stay all proceedings of the bond of
Charles Mankin and his securities to the state of Maryland, and that the said Charles Mankin be
allowed to pay the debt due on his bond to the state according to the following instalments, to wit:
One third of the whole balance on or before the tenth day of November next, and on the tenth day
of November in each year until the whole shall be paid, and provided also, that the interest on the
whole sum shall be paid annually as it becomes due.
    Mr. Ridgely, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the memorial of the stockholders of the Baltimore insurance
company have taken the same into consideration, and beg leave to report, that as it is discovered
by experience that the law passed last session of assembly incorporating the said insurance
company contains some restrictions calculated to defeat the beneficial purposes contemplated by that
law, and as they are not sensible that any inconvenience can result from a repeal of such parts of the
said act of incorporation as respect those restrictions, are of opinion that the prayer of the memorial
ought to be granted, and suggest the propriety of passing a law conformable thereto.  All which is
submitted to the house.

    Which was read the first and second time, concurred with, and leave given to bring in a bill pursuant
thereto.  ORDERED, That the committee appointed on the said petition, and Mr. McKim,
who is added to to the said committee, prepare and bring in the same.
    On motion, the question was put, That the bill for the regulation of officers and attornies fees be
referred to the next session of assembly?  the yeas and nays being required, appeared as follow:

So it was resolved in the affirmative.
    The bill to empower John Erskine and John Thomas, administrators of Richard Johns, to collect
the balances due him as sheriff and collector of Talbot county, was read the second time and
passed.
    Mr. McKim, from the committee, brings in and delivers to the speaker a bill, entitled, A supplement
to an act, entitled, An act to incorporate an insurance company in Baltimore-town; which
was read the first and second time by especial order and passed.
    The bill to incorporate an company for building a bridge over Jones's Falls, in Baltimore-town,
was read the second time, and passed with the following amendments:
    Amendments proposed.  In the 15th line of 3d page strike out "Oct." and "1798" and insert
" October, seventeen hundred and ninety-eight."  In the 3d line from the bottom of the 3d page
strike out the word "penny" and insert "cent."  2d line from the bottom, same page, make same
amendment.  Last line in same page make same amendment.
    The additional supplement to an act, entitled, An act for the relief of the poor of Calvert county,
was read the second time by especial order and passed.
    On the second reading of the report of the committee of conference, relative to the stock in the
bank of England, RESOLVED, That Samuel Chase, Esquire, agent for the recovery of the bank stock
in England due to this state, be requested, and he is hereby requested and desired, to lay before the
next general assembly, in writing, early in the session, the instructions by him given to the solicitors
and agents employed for the recovery thereof; and also to communicate to the assembly, in writing,
such information as he may receive from such person or persons relative to the same; and that he
also lay before it a statement of the suit or suits now depending in the court of chancery in England,
with the parties thereto, and such further process therein as may be instituted or commenced before
the next session.
    On motion, ORDERED, That the bill relating to sheriffs deeds, and to provide for the relief of 
the securities of sheriffs and collectors who may be deceased before the expiration of their offices and
the completing of their collections, be referred to the next session of assembly.
