W    E    D    N    E    S    D    A    Y,    December 21, 1796.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The bill to lay out and establish a turnpike road from the city of Washington to Baltimore-town
was sent to the senate by the clerk.
    Mr. Jarrett, from the committee, brings in and delivers to the speaker a bill, entitled, An act to
empower the levy court of Harford county to assess and levy a sum of money for the purpose therein
mentioned; which was read the first time and ordered to lie on the table.
    The amendments to the supplement to the act, entitled, An act directing the proceedings against
persons guilty of fornication, were read the second time, agreed to, and the bill ordered to be engrossed.
    A petition from the vestrymen and wardens of Shrewsbury parish, in Kent county, praying they
may be allowed to raise by lottery a sum of money for the purpose of completing a chapel of ease,
and also to dispose of the glebe-land, to enable them to purchase other land more convenient for a
glebe, was preferred, read, and referred to the next session of assembly.
    The report on the petition of Robert Ramsey was read the second time, and the resolution therein
contained assented to, and sent to the senate by the clerk.
    Mr. Digges, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of Mary Sherburn, of Charles county, report,
that they find, from the papers accompanying said petition, that Charles Sherburn enlisted as
a soldier in the first Maryland regiment some time in the year seventeen hundred and seventy-seven,
but at what precise period does not appear.  It further appears, by the certificate of the auditor-general,
that said Charles Sherburn mustered dead on the twenty-ninth day of September, seventeen
hundred and seventy-eight, and that he has never received the depreciation of his pay.  From all
the circumstances, your committee are of opinion he served as a soldier in said regiment about the
term of twelve months.  Your committee are further of opinion, that Mary Sherburn, the petitioner,
ought to be allowed to receive the depreciation due to said Charles Sherburn; wherefore they
submit the following resolution:
    RESOLVED, That the treasurer of the western shore pay to Mary Sherburn the amount of depreciation
due Charles Sherburn for twelve months service as a soldier in the first Maryland regiment,
the amount of the same to be ascertained by the auditor.
    All which is submitted to the house.

Which was read.
    Mr. Boone and Mr. Campbell have leave of absence.
    The report on the petition of John Eccleston was committed for amendment.
    Mr. Key, from the committee, brings in and delivers to the speaker the bill permitting the proprietors
of lots binding on the water at the west end of the bason in Baltimore-town to extend
and improve the same, as amended; which was read the first time and ordered to lie on the
table.
    Mr. W. Thomas, Mr. Goldsborough and Mr. Winchester, have leave of absence.
    The bill permitting the proprietors of lots binding on the water at the west end of the bason in
Baltimore-town to extend and improve the same was read the second time by especial order, and the
question put, That the said bill do pass?  Resolved in the affirmative, and sent to the senate by the
clerk.

The house adjourns until 5 o'clock.

P    O    S    T        M    E    R    I    D    I    E    M.

    The house met.
    Mr. Robins has leave of absence.
    On the second reading the bill relating to negroes, and to repeal the acts of assembly therein
mentioned, agreeably to the order of the day, the question was put, That the following words in
the 15th section of the said bill be struck out?  " grown old in service, or rendered infirm by accidents."
Resolved in the affirmative.
    On progression in reading the said bill, the question was put, That the following words in the
15th section of said bill be struck out?  " and the name of the person prosecuting such recognizance
shall be endorsed upon the original writ, and such person shall be answerable for the fees and costs."
Determined in the negative.
    On further progression in reading the said bill, the question was put, That the blank in the
seventeenth section be filled up with thirty dollars?  The yeas and nays being required, appeared as
follow:
