VOTES and PROCEEDINGS, November, 1796.
The bill, entitled, An act for the more effectual collection of the
county charges in Allegany
county, with the amendments thereto, the bill, entitled, An act for
recording the deed therein
mentioned, the bill, entitled, An act for the relief of Valentine Lynn,
and the bill, entitled, An act
for the relief of Christian Weaver, was sent to the house of delegates
by the clerk.
The president communicates to the senate a letter of
this day from his excellency the governor,
addressed to both branches of the legislature, suggesting that Mr. Thomas
Walley, the adopted child
of this state, arrived at age on the 28th October, 1796, and also enclosing
certificates respecting the
valuation of a lot of ground in Baltimore-town, formerly the property of
the said Walley; which
was read and referred to the consideration of the house of delegates,
and sent thither by the clerk.
The clerk of the house of delegates delivers to the
clerk of the senate, a bill, entitled, An act to
settle and pay the civil list, and other expences of civil government,
thus endorsed; " By the house
" of delegates, November 30, 1796: Read the first time and ordered
to lie on the table.

Which was read and ordered to lie on the table.
On motion, ORDERED, That the bill, entitled, An act
to allow further time for collecting the
balances due to Thomas O'Bryon, late sheriff and collector of Queen-Anne's
county, deceased, be
committed to the honourable James Hollyday, Esquire, to prepare and bring
in amendments to the
same.
The bill, entitled, An act to confirm certain proceedings
of the levy court of Cæcil county, and
to enable said court to lay further taxes for the support of the poor
of said county, was read the
second time and will pass with the proposed amendment.
Amendment proposed. At the end of the first
section insert " not exceeding four shillings current
money on every hundred pounds of property as aforesaid in said county,
together with the collector's
commission of six per cent. for collecting the same."
The bill, entitled, An act for the relief fo Lucy Jennings,
widow and devisee of Richard Jennings,
late of Frederick county, deceased, was read the second time and will pass.
The resolution in favour of Daniel Bussard, was read
the second time and dissented from.
Which said bills, with the amendment, and the above-mentioned
resolution, were sent to the
house of delegates by the clerk.
The clerk of the house of delegates delivers to the
clerk of the senate the following resolution:
By the HOUSE of DELEGATES, December 2, 1796.
RESOLVED, That the treasurer of the western shore pay
to Alexander Rigdon, or order, the sum
of twenty-five pounds two shillings and three-pence, with interest thereon
from the fourteenth of
October, seventeen hundred and eighty-five, it being the sum appearing
due to him upon the
treasury books in consequence of an overpayment made by him upon a purchase
of land from the
intendant.

Which was read the first and second time by especial order and assented
to.
The bill, entitled, A supplement to an act, entitled,
An act relative to the proceedings in the
court of chancery and in the land-office, was read the second time and
will pass with the proposed
amendment.
Amendment proposed. In the interlineation between
the tenth and eleventh lines of the second
page, after the word "or" insert the words " by any."
The bill, entitled, An act making valid the title of
Matthew Ryan to several lots or parcels of
land therein mentioned, was read the second time by especial order and
will pass.
The resolution in favour of Robert Haddaway was read
the second time and assented to.
The house adjourns until to-morrow morning 10 o'clock.

THE senate met. Present the same members as
on yesterday. The honourable John S. Purnell,
Esquire, appeared in the senate. The proceedings of yesterday were
read.
The clerk of the house of delegates delivers to the
clerk of the senate, a bill, entitled, An act to
extend the public road leading from Easton, in Talbot county, to Aker's
ferry, thus endorsed; " By
