76            VOTES and PROCEEDINGS, November, 1796.

    Mr. Hollingsworth, from the committee, brings in and delivers to the speaker a bill, entitled, A
supplement to an act, entitled, An act to remove the market-house at the head of Elk, and 
establish the same, and for the advancement and regulation of said town; which was read the first
time and ordered to lie on the table.
    The report on the petition of sundry inhabitants of Baltimore-town, respecting the seminary lately
burnt in that town, was read the second time, and the question put, That the house assent to the resolution
therein contained?  Determined in the negative.
    On motion, ORDERED, That the second reading of the bill related to negroes, and to repeal
the acts of assembly therein mentioned, be postponed until Tuesday next.
    On motion, the question was put on the following:
    RESOLVED, That the treasurer of the western shore be and he is hereby authorised and directed to
advance on loan to Jesse Hollingsworth, Philip Rogers and Emanuel Kent, the sum of eight thousand
dollars, to be applied to the rebuilding and completing the academy in Baltimore-town lately consumed
by fire, reimburseable in five years, on the trustees of said academy executing a mortgage of
the said property to the state for securing the repayment of the said advance at the time aforesaid,
and giving security, to be approved of by the treasurer, for the application of said money to the improvement
of said academy?
    The yeas and nays being required, appeared as follow:

    On motion, Leave given to bring in a bill to repeal part of the act of assembly therein mentioned.
ORDERED, That Mr. Duckett, Mr. Carroll and Mr. Robins, be a committee to prepare and
bring in the same.
    Mr. Key, from the committee, brings in and delivers to the speaker a bill, entitled, An act permitting
the proprietors of lots binding on the water at the west end of the bason in Baltimore-town
to extend and improve the same; which was read the first time and ordered to lie on the table.
    On motion, ORDERED, That Mr. Winchester be added to the committee appointed to bring in
a bill respecting officers fees.
    A petition from sundry inhabitants of Baltimore-town, respecting the police of said town, was
preferred and read.
    The bill for increasing the jurisdiction of the corporation of the city of Annapolis was read the
second time by especial order, and the question put, That the said bill do pass?  Resolved in the affirmative,
and sent to the senate by the clerk.
    The bill to confirm the divisions made in the city of Washington of the estate of John Davidson,
deceased, and for other purposes, was read the second time by especial order, passed, and sent to the
senate by the clerk.
    The bill to revive an act of assembly therein mentioned was read the second time, passed, and 
sent to the senate by the clerk.
    The clerk of the senate delivers the resolution granting a loan to the city of Washington, endorsed;
" By the senate, December 15, 1796:  Read the first time and ordered to lie on the table.
                                                " By order,                                    A.  VAN-HORN, clk.
" By the senate, December 17, 1796: Read the second time and assented to.
                                                " By order,                                    A.  VAN-HORN, clk."
The bill for establishing a company for opening and extending the navigation of the river Pocomoke,
endorsed; " By the senate, December 12, 1796:  Read the first time and ordered to lie on the table.

" By the senate, December 16, 1796:  Read the second time and will pass with the proposed amendments.
                                                " By order,                                    A.  VAN-HORN, clk."
    Amendments proposed.  In the 2d line of the 1st page, after the word "States" insert the word
"of."  In the 9th line of the same page, after the word "Denton" insert the word "and."  In the
8th line of the 4th page, after the word "and" insert the word "are."  In the 17th line of the same
page strike out the word "member" and insert the word "proprietor."  In the 16th line of the
6th page strike out the words "East-town" and insert the word "Easton."  In the 10th line of
the 7th page strike out the words "East-town" and insert the word "Easton."  In the 8th line of
the 16th page, after the word "commodities" insert the word "conveyed."  In the same line, after
the word "the" insert the words " whole extent of."  In the 9th line of the same page, after the
