12            VOTES and PROCEEDINGS, November, 1796.

And also the following resolutions:

By the HOUSE of DELEGATES, November 24, 1796.
    RESOLVED, That the treasurer of the western shore pay unto Daniel Bussard, of Frederick
county, or his order, the sum of twenty-eight pounds four shillings and seven-pence halfpenny
current money, it being the amount of costs laid out and expended by the said Daniel Bussard, as
defendant in a suit brought by the state of Maryland in the general court for the western shore
against the said Daniel Bussard, in which the state was nonsuit.
                                                            By order,                                  W.  HARWOOD, clk.
By the HOUSE of DELEGATES, November 26, 1796.
    RESOLVED, That the treasurer of the western shore refund unto Robert Haddaway the sum of
forty-eight pounds eleven shillings and three-pence current money, which sum the said Robert has,
through mistake, paid into the treasury as the composition money on a  survey made by the said/
Robert, and which has been since proclamated.
                                                            By order,                                  W.  HARWOOD, clk.
Which said bills and resolutions were severally read the first time and ordered to lie on the table.
    The bill, entitled, An act to incorporate the charitable marine society of Baltimore, was read the
second time and will pass with the proposed amendments.
    Amendments proposed.  In the 8th line of the 2d page, after the word "charitable" insert the
word "uses."  At the end of the same line insert the following proviso:  " Provided nevertheless,
that the said corporation or body politic shall not, at any one time, hold or possess property, real, 
personal or mixed, exceeding in total value the sum of twenty thousand pounds current money."
At the end of the 2d line from the bottom of the same page insert the following clause:  " And be
it enacted, that all appointments of officers for said society heretofore made by the members thereof
in their private capacities shall respectively continue and be in full force until the time specified by
this act for the first election of officers for said body corporate.
The senate adjourns until to-morrow morning 10 o'clock.

T    H    U    R    S    D    A    Y,    December 1, 1796

    THE senate met.  Present the same members as on yesterday.  The honourable Charles Ridgely,
of Hampton, Esquire, appeared in the senate.  The proceedings of yesterday were read.
    The bill, entitled, An act to incorporate the charitable marine society of Baltimore, was sent to
the house of delegates by the clerk.
    The clerk of the house of delegates delivers to the clerk of the senate the following bills, to wit:
A bill, entitled, An act to incorporate the Roman catholic congregation worshipping at the church
of Saint-Mary, in the vicinity of Bryan-town, in Charles county, thus endorsed; " By the house 
" of delegates, November 26, 1796:  Read the first time and ordered to lie on the table.
                                                            " By order,                                W.  HARWOOD, clk.
" By the house of delegates, November 30, 1796:  Read the second time and will pass.
                                                            " By order,                                W.  HARWOOD, clk."
A bill, entitled, An act making valid the title of Matthew Ryan to several lots or parcels of land
therein mentioned, thus endorsed; " By the house of delegates, November 28, 1796:  Read the
" first time and ordered to lie on the table.
                                                            " By order,                                W.  HARWOOD, clk.
" By the house of delegates, November 30, 1796:  Read the second time and will pass.
                                                            " By order,                                W.  HARWOOD, clk."
And also the following resolutions:

By the HOUSE of DELEGATES, November 30, 1796.
    RESOLVED, That Charles Carroll, of Carrollton, and Jeremiah Townley Chase, be and they
are hereby appointed commissioners on the part of this state, in the room of Mr. Pinkney, absent,
and Mr. Cooke, resigned, on the subject of the western and southern limits of this state, and that 
they, with the gentlemen mentioned in the resolve of last session, have all the powers as contemplated
by said resolve.
    RESOLVED, That the governor of this state be requested to communicate without delay to
the executive of Virginia this change in appointment of commissioners on the part of this state.
                                                            By order,                                  W.  HARWOOD, clk.
    Which said bills and resolutions were severally read the first time and ordered to lie on the
table.
    The president communicates to the senate the resignation of the honourable John Eager Howard,
Esquire, of his seat in the senate of Maryland; which was read and accepted by the senate.
    On motion, ORDERED, that on Thursday next the senate proceed to the election of a senator
to serve in the senate of Maryland in the room of the honourable John Eager Howard, Esquire,
resigned.
    The bill, entitled, An act for the more effectual collection of the county charges in Allegany
county, was read the second time and will pass with the proposed amendments.
    Amendments proposed.  Strike out from the word "cases" in the third line of the first page to
the word "such" in the sixth line thereof, and insert, " hereafter where any lands in Allegany county
may become charged for the payment of county taxes, and the collector can find no personal property
in said county liable for, or chargeable with, the payment of the same."  Strike out from
the word "direct" in the tenth line of the same page to the end of the section, and insert " a list
