I would urge everyone strongly to vote
against this amendment. It might be all
right up in Allegany County, but it cer-
tainly would not be a safe proposition in
Anne Arundel.

merly Chief Judge of the Supreme Bench
of Baltimore City.

There are a number of other amendments
to section 5.11. The Chair would be dis-
posed to recognize Delegate Powers so the
Committee of the Whole could rise. For
what purpose does Delegate Schloeder rise?
DELEGATE SCHLOEDER: A point of
personal privilege, Mr. Chairman. I would
just like to extend an invitation to former
Judge Niles to attend tomorrow's proceed-
ings. I think he may find them interesting.

THE PRESIDENT: The Convention will
please come to order.
On behalf of the Committee of the Whole,
the Chair reports that the Committee of
the Whole has had under consideration
Committee Recommendation JB-1. It has
not concluded its consideration and desires
to sit again.
May I have your attention for just a few
announcements.
I am very sorry to tell you that Delegate
Cleveland is absent. He is ill. I am not cer-
tain of this but I understand he has had
further difficulty with his back. I do not
know how serious it is. I hope he is back
very soon.
Is there any delegates present now who
were not present at roll call who desire to
indicate their presence? Please do so on the
electronic board. Any announcements by
committee chairmen? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet tonight at 8:00 P.M. to
continue throughout the evening and early
hours of the morning, if necessary, to com-
plete the Committee report.
THE PRESIDENT: Is there any other
delegate? Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following this ses-
sion.
