[Nov. 17] DEBATES 9

DELEGATE PENNIMAN: Mr. Chair-
man, the Committee on Style will meet
tomorrow morning at 8:30 A.M.

THE PRESIDENT: Delegate Scanlan.

DELEGATE SCANLAN: There will be
a very brief meeting of the Rules Com-
mittee following the luncheon recess to-
morrow.

THE PRESIDENT: Are there further
announcements by committee chairmen?
The Chair has one further request or sug-
gestion. Some of the committees may be
relaxing in the belief that their work, com-
mittee work, at least is concluded. Far be
it from me to suggest otherwise, but I
point out to you that the Committee on
Style cannot possibly do all the work in re-
viewing the recommendations. Will you
therefore, please, each committee member
undertake a review of the action of the
Committee of the Whole on the recommen-
dations of the committee on the particular
branch, so that before and not when, but
before the committee recommendations and
the reports of the Committee on Style are
considered by the Convention, we will be
certain to pick up any awkward phrase-
ology or errors of any kind.

I refer particularly to reports such as
that of the Committee on Local Govern-
ment which is an entire article and which
should be reviewed very carefully. Please
do not leave this entirely to the Commit-
tee on Style.

One other matter that will take but a
moment and will save time tomorrow. I
wish to read across the desk report of the
Committee of the Whole No. 6. The Clerk
will read the report.

READING CLERK: The report of the
Committee of the Whole No. 6. This re-
port covers matters in General Order No.
5. A report on Committee Recommenda-
tions GP-3, Natural Resources.

THE PRESIDENT: This report will be
circulated to you. It will not have attached
to it the committee recommendation be-
cause the committee recommendation was
not amended. Therefore, the report con-
cerns the recommendation in the original
form.

Are there any other amendments? The
Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we adjourn until 10:00 A.M. tomor-
row morning.

(The motion was duly seconded.)

THE PRESIDENT: All those in fav
signify by saying Aye; contrary No. T
Ayes have it. It is so ordered.

(Whereupon, at 6:09 P.M., the Convt
tion was adjourned to reconvene at 10.
A.M. on Friday, November 17, 1967.)

PLENARY SESSION
NOVEMBER 17, 1967—10:00 A.IV
PRESIDENT H. VERNON ENEY

PRESIDING

THE PRESIDENT: The Sergeant-,
Arms will clear the aisles and close t
doors. The Convention will please come
order.

The invocation today will be offered
the Reverend Marion C. Bascom of Doug]
Memorial Church in Baltimore City. Rev<
end Bascom is the Pastor of Delegi
Rubye Gill. Reverend Bascom.

REVEREND BASCOM: 0 thou nan
less being by whom we call the fond<
names invented by human lips, in esteem
in feebleness we would approach this n
ment, not because of our wisdom or o
knowledge, but because we are caught
in a moment in time and in history. M
our prayers not be perfunctory, but m
out of the deep sense of need we lift o
spirit and our minds for the scrutiny
that which is universal and that which
good. May we go beyond our conventior
wisdom and may we determine to disco\
what is on your mind for us to do. In m<
cases, our Father, we are so busily e
gaged in telling you what is on our min<
but may this Convention try to disco\
what is on your mind for it to do.

May we be reminded that we are si
rounded by history; that a myriad crcr
of witnesses who have preceded us in so]
measure look to see that our hands a
feeble, but hopefully that our hearts \\
be strong. May we recognize that we fa
awesome responsibilities. May we not
caught playing with trivia, while large '<
signments loom ominously around us.

Grant this Convention wisdom to see, b
a mighty courage to be and to do, and
this does not pervade the deep recesses
our spirits, stab us fiercely and remind
that generations unborn are standi:
awaiting our mature judgment on matte
that will affect them; may no unborn ch:
be denied any of our resources, the po
tive, the mature resources, but may 1
