86 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept 18]
The invocation today will be offered by
the Reverend Winslow Shaw, First Presby-
terian Church, Annapolis.
REVEREND SHAW: Let Us Pray:
Almighty and most gracious God, sover-
eign of all the nations and author of all
our precious liberties, we beseech Thee for
all the people of our nation and of this state
in particular, so, also for the members of
the Constitutional Convention, Thy wisdom.
We pray that Thou will guide, direct, and
enlighten all the consultations and delib-
erations of this body. To the end that Thy
glory will be served. To the end that all
we do may be found pleasing in Thy sight.
Continue to guide and direct our nation by
Thy peace and by Thy truth. To the end
that we may not fail in that promise that
God blesses the nation whose people honor
and serve Him. In Thy holy name we pray.
Amen.
THE PRESIDENT: The roll call.
(Whereupon the roll call was taken.)
THE PRESIDENT: Delegate Finch, Dele-
gate Gleason, Delegate Grumbacher, Dele-
gate O'Conor, Delegate Rush, Delegate
Stern, Delegate Webb, Delegate Webster
are apparently absent.
The Clerk will record the roll call.
A quorum being present, the Convention
is in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President, I
move the adoption of the report that is on
the desk of the delegates.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Is there any discus-
sion ? All those in favor signify by saying
Aye; contrary, No. It is so ordered. The
calendar is adopted.
Rather than delay the Convention any
further, I will ask the delegates who do not
now have a copy of the calendar and agenda
for today to look on the calendar of the
delegate adjacent to them and ask if there
are any questions as to the Calendar.
If not, we will move to the next item,
introduction and first reading of proposals.
There were 26 proposals put into the
hopper today. They have not all been as
yet reproduced on the salmon-colored copies.
A number of them have. You, therefore, will
not have a complete set. Before the session
ends, or if not then, a little later this after-
noon, you will have a complete set.
Are there any delegates who do not now
have the calendar? I see the Sergeant-at-
Arms has some additional copies.
Delegate Proposal No. 41. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 41, by Delegate White. Title,
A PROPOSAL that citizens of the
United States who have attained the age of
sixteen years and who meet other require-
ments shall be qualified to vote.
THE PRESIDENT: Delegate Proposal
No. 4I is referred to the Committee on Suf-
frage and Elections.
Delegate Proposal No. 42. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 42, by Delegate White. Title,
A PROPOSAL that prohibits the state
government or any subdivision thereof from
discriminating against any American citizen
on the basis of race, sex, color, age, religion,
or physical handicap.
THE PRESIDENT: Delegate Proposal
No. 42 is referred to the Committee on Per-
sonal Rights and the Preamble.
Delegate Proposal No. 43. The Clerk will
read the proposal.

A PROPOSAL that prohibits industry,
labor unions, religious institutions, or other
organizations from discrimination against
American citizens on the basis of race, sex,
color, age, religion, or physical handicap.

Personal Rights and the Preamble.
Delegate Proposal No. 44. The Clerk will
read the proposal.

ance of a license to function to any indi-
vidual, firm, profession, or religious insti-
tution if appropriate services are withheld
