cause delegates may wish to appear the
same time as their county representatives.
I would respectfully ask that if there
are to be any delegate proposals relating
to local government, so far we have received
none, that a delegate realizes he is going
to require additional research or special
hearing—of course, the ordinary proposal
would not. It is something the committee
is considering anyway, but if there is some-
thing, and I hesitate to use the term un-
usual, but if there is some unusual proposal
coming in. I would appreciate this coming
in soon so that we can get started with the
necessary research and arrange special
hearings if this is necessary. An example
might be a proposal for a boundary com-
mission or something like that.

THE PRESIDENT: Are there any an-
nouncements by other committee chairmen?
Delegate Penniman?
DELEGATE PENNIMAN: Mr. President,
I would like to say to the members of the
Committee on Style that there will be a
meeting on Wednesday of next week but
prior to that meeting I would also like to
suggest to each of them that they keep a
file of such minutes and such notes as they
may make which may be of assistance to
the Committee on Style at the time that we
are looking to the intent of the committee.
I recognize that the change in Rule 28 [29],
which requires a concise report, will be of
considerable value to us but in addition to
that, it may be of value if they maintain
the minutes or retain the minutes of their
meetings and any notes of their own which
they may bring with them to our com-
mittee. Thank you.
THE PRESIDENT: Mr. Kiefer.
DELEGATE KIEFER: I requested yes-
terday that the delegates get proposals into
the Committee on Personal Rights and the
Preamble. The request was a success. I see
that more than half of the proposals sub-
mitted today were referred to our com-
mittee. We would emphasize that the more
of these we could get as quickly as possible,
the better we could organize our work. In
view of the change of hours announced for
the meeting of the Convention on Monday,
there will be a meeting of the Preamble
and Personal Rights Committee at 2:00
P.M. on Monday.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Mr. President,
until the machinery for liaison with other
committees is completed and established,
I would make this announcement for the
State Taxation and Finance Committee. On
Tuesday there will be a hearing dealing
with the subject of state- bond issues with
the governor's task force director, Mr. Lau-
ber, the state comptroller, and the state
commissioner present as witnesses and on
Wednesday representatives of financial in-
stitutions will be heard.
Those members of other committees
whose work will also relate to this aspect
of state government I hope will take note
of these hearings and if interested, arrange
to be present.
DELEGATE ADKINS: Mr. President.
THE PRESIDENT: Delegate Adkins.
DELEGATE ADKINS: The Committee
on Executive Department will meet Mon-
day following adjournment of the Conven-
tion session.
THE PRESIDENT: Delegate Koss.
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet at 10:00 A.M. on Monday as previously
scheduled.
THE PRESIDENT: Any other announce-
ments by the committee chairmen ? Dele-
gate Scanlan.
DELEGATE SCANLAN: The meeting of
the Committee on Rules will be held im-
mediately following adjournment of this
session in the basement of the Shaw House
to consider the proposal on lobbying, ex-
cused absences and a possible amendment
with respect to the rule regarding recon-
sideration.
THE PRESIDENT: Delegate Hardwicke.
DELEGATE HARDWICKE: Mr. Presi-
dent, a point of inquiry: If we are going
to have the meeting of the session at 4
o'clock on Monday afternoon, do you in-
tend to change the time at which proposals
can be put into the hopper? That is, will
it be 12:00 noon on Monday also?
THE PRESIDENT: That had been the
intention. If there is any feeling that there
should be a little later hour, we could es-
tablish a later hour for the hopper rule,
only on Mondays.
DELEGATE HARDWICKE: I would like
to make the request that the time be 2:00
P.M. on Monday, if that is convenient for
the staff.
THE PRESIDENT: All right. Then let
me suggest that we amend the hopper rule
