READING CLERK: Amendment to Rule
22 [23]: On page 8 of the mimeographed
standing rules of the Constitutional Con-
vention, add at the end of the list of stand-
ing committees the following: No. 12, Com-
mittee on Public Information.
THE PRESIDENT: The amendment is
referred to the Committee on Rules.
Delegate Vecera.
DELEGATE VECERA: Mr. President,
members of the Convention, I think, Mr.
President, we ought to acknowledge and
I move that we propose to acknowledge
the illness of Delegate Webster, who has
not been with us for the past few days, and
that we send our best wishes for his speedy
recovery.
THE PRESIDENT: I do not think that
that motion requires a second. I will put
it to a vote. The motion is that the officers
of the Convention send to Delegate Web-
ster our regards and our best wishes for
his speedy recovery. All in favor, signify
by saying Aye; contrary, No. It is so
ordered.
Are there any announcements by com-
mittee chairmen ?
Delegate Boyer?
DELEGATE BOYER: Mr. President, do
I understand correctly that the Convention
will convene at 4:00 P.M. on Monday?
THE PRESIDENT: This has not yet been
ordered. Delegate Powers indicated that
when he moves adjournment, he will move
to adjourn until 4:00 P.M. on Monday.
DELEGATE BOYER: With that under-
standing then and at the risk of being ex-
tremely unpopular, I would like to call the
hard working General Provisions Commit-
tee meeting, the members, together in our
committee room at 2:00 P.M. Monday.
THE PRESIDENT: Are there any other
announcements by committee chairmen ?
Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet Monday at 2:00 P.M.
THE PRESIDENT: Any other announce-
ments, Delegate Mudd ?
DELEGATE MUDD: Mr. President, the
report of the Chairman of the Committee on
the Judicial Branch must be brief, because
we are meeting at 3:00 P.M. in our room
to resume our hearing of this morning so
will the delegates please assemble there as
soon as we leave here? Also we are sched-
uled to meet at 10:00 A.M. on Monday morn-
ing, and have a full agenda and calendar
for that day, meeting at 10:00 A.M. Monday.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
Delegate Moser?
DELEGATE MOSER: Mr. President, on
behalf of the Local Government Committee,
I would, if I may, take the opportunity to
outline the schedule of hearings in a gen-
eral way for next week. Point 1, there will
he no meeting of the committee this after-
noon. However, the committee will recon-
vene at 9:45 A.M.
At 9:45 A.M. the committee will meet on
Monday. At 10:00 A.M. we are commencing
hearings with representatives of the Mary-
land Municipal League and the Maryland
County Commissioners Association. Mr.
Thompson and Mr. Ratchford will be there
at that time. We also expect, I think, at
noon, or approximately that time to hear
from Vice-President James. If he would
like to put that forward to a later time
during the day, this would be fine, but in
any event, he expects to appear before the
committee.
Next week we are going to devote the
hearings to general discussions of state,
municipal, county relationships.
Our obvious problem in the field of local
government, I think, is that we are unable
to segment out particular aspects of this
general subject that I just mentioned and
have specific hearings at this time on these
aspects, and I want to make every dele-
gate well aware that when a county com-
missioner or representative comes in, he
will be talking about everything from state
government to regional government to
county government to his relationships with
his municipalities, with municipalities in
his area.
Continuing through that week, and I hope
to provide a detailed schedule, we will hear
from virtually all, representatives of virtu-
ally all of the county governments. Com-
mencing on Friday, the 22nd, we hope to
have with us representative mayors. We
have sent communications to every county
government and to every mayor saying that
we are willing to hear from them, but we
are also contacting specific mayors to come
in on Friday, the 22nd.
We expect the following Monday to hear
from representatives of Baltimore City,
and we will provide detailed scheduling of
who will be there. I mention this now be-
