The Chair recognizes Delegate Case to
speak to the amendment.
DELEGATE CASE: Mr. Chairman, in
order that everyone can have clearly be-
fore him what the amendment says, I
shall read it. It would say, "The General
Assembly may provide referenda for any
law establishing, empowering or dissolving
popularly elected representative regional
governments, or the creation or alteration
of their boundaries."
The purpose of the amendment is to make
it clear that the permissive, and I under-
line the word "permissive", referendum
called for in the section will relate not only
to the establishing, empowering or dis-
solving of the governments of popularly
elected representative regional governments,
but also will apply to the creation or alter-
ation of their boundaries.
It is my understanding from the colloquy
I had with the Chairman of the Committee
yesterday that this was the Committee's
intention. It is my judgment that the sec-
tion as drawn would not accomplish this.
I therefore offer the amendment to make
it absolutely clear that the referendum
goes, not only to the establishment of the
governing document or charter of this type
of government, but also to the creation and
alteration of the boundaries of this type of
government.
I call to the attention of the Committee
of the Whole the fact that probably in sub-
stance, assuming that the Committee Chair-
man's interpretation of the Committee ac-
tion was proper, this amendment does not
change what the Committee in fact in-
tended. I offer the amendment.
THE CHAIRMAN: Delegate Case, the
amendment that was corrected has been
circulated. Do you have a copy? The lan-
guage is rearranged somewhat from what
you have indicated, but I think it is sub-
stantially the same. Would you look at it
and tell us if you will accept that as your
amendment?
DELEGATE CASE: Yes, I accept it.
THE CHAIRMAN: Will you please de-
stroy the amendment that was marked with
a "G" at the top and the amendment con-
sisting of lines 6 through 12, and substitute
Amendment No. 2, the one that simply has
lines 6 through 10.
Please also correct the misspelling of the
word "dissolving" in line 8.

ladies and gentlemen, the Committee dis-
cussed in general terms last night the sug-
gested change proposed by Amendment No.
2, and I am authorized to state that the
Committee is agreeable to this amendment.
It does make some change in the mean-
ing of section 7.10 in the last sentence.
However, I believe it would have to be
voted on.
THE CHAIRMAN: Is there any further

The question arises on the adoption of
Amendment No. 2 to Committee Recommen-
dation LG-1. A vote Aye is a vote in favor
of the amendment; a vote No is a vote

There being 109 votes in the affirmative
and none in the negative, the motion is
carried. The amendment is adopted.
