men's compensation and means of protec-
tion against the hazards of unemployment
and disability may he established by law;
that no person shall be denied employment
or the right to join a labor organization on
the grounds of race, color, or creed, or be-
cause of sex, age, or handicap where other-
wise capable; that human labor is not a
commodity or article of commerce; that the
State shall secure the right of employees
to bargain collectively through representa-
tives of their own choosing; and that no
workman in the employ of a contractor en-
gaged in public work shall be paid less than
the rate of wages prevailing in the same
trade or occupation in the locality.
