make it unnecessary for the secretaries in
the various offices to prepare the additional
copies, we have ordered a small xerox ma-
chine for the Clerk's office, so that although
the rule will still require five copies, you
need only hand to the Clerk the original.
It will be immediately xeroxed to give him
the necessary five copies.
There are several reasons for this, but
one is, we find that the secretaries do not
always take care to line up the copies, and
the result is that sometimes on the third
and fourth copies, the material does not
end on the proper lines. So that not only
is it unnecessary that you have more than
one copy, but we request that you give the
Clerk only the original.
Delegate Proposal No. 25. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 25, by Delegate Hardwicke. Title,
.4 PROPOSAL that the Constitution shall
expire on the first day of January of the
year 2000, unless extended by the vote of
the people.

THE PRESIDENT: I am sorry; Dele-
gate Proposal No. 27 is the first instance
of a withdrawn proposal, and raises the
question I mentioned yesterday. It had al-
ready been reproduced. It has not been
circulated. This means simply that you
will have a vacant number in your series.
If you have it, I would greatly appreciate
it if you would return it or leave it on
your chair or somewhere. It should not have
been distributed.
Delegate Proposal No. 27. If you will
just take it out and tear it in half, it will
be the best way to make sure it does not
get mixed up.
Delegate Proposal No. 28. The Clerk
will read the proposal.

No. 28, by Delegate Rybczynski. Title,
A PROPOSAL that prohibits private
property from being taken for/public use
without just compensation, including coun-
sel fees, moving costs, transfer taxes, and
settlement costs.

A PROPOSAL that all public institutions
shall be managed by a board of regents,
who shall have general supervision of the
institutions, control of all expenditures from
the institutions' funds, and the right to
elect a chancellor who will appoint the
presidents of the institutions of higher edu-
cation. -

General Provisions.
