not believe that we need these goals. I be-
lieve that Rule 30 [32], which permits the
Convention to take any matter from any

vention is sufficient. I feel that the provision
of a specific date in Rule 28A [30] creates
an unnecessary and probably, as the date
approaches, quite inconvenient limitation
on the consideration that the committees
ought to give to the many proposals that
are and will be put before them.
