76 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept. 15]
(There was no response.)
DELEGATE KOGER: My light did not
come up on the board.
THE PRESIDENT: I think in all proba-
bility the difficulty is the light was not lit.
It will be recorded. We will check the
record, and if it is not, we will properly
record it.
Does any delegate desire to change his
vote?
(There was no response.)
If not, the Clerk will record the vote.
There being 125 votes in the affirmative
and 1I in the negative, the motion carries.
I recognize Delegate Scanlan, Chairman of
the Committee.
DELEGATE SCANLAN: As I indicated,
Mr. Chairman, the amendment to Rule 20
is not necessary. It is correct as it now
stands. We would like unanimous permis-
sion to withdraw that proposal.
THE PRESIDENT: Is there any objec-
tion to the withdrawal by the committee
of its recommendation with respect to the
amendment of Rule 20? There being no ob-
jection, it may be considered as withdrawn.
DELEGATE SCANLAN: I now move
the adoption of new Rule 20A [21] as set
forth on page 2 of the committee's first
report of September 12, 1967. Briefly, it is
the rule dealing with the limitation of
fifteen minutes. I move the adoption of that.
THE PRESIDENT: Is there a second?
DELEGATE JAMES: Second.
THE PRESIDENT: Is there any discus-
sion? Are you ready for the question? All
those in favor of adopting Rule 20A [21]
as proposed by the committee, signify by
saying Aye; contrary, No. The Ayes have
it. It is so ordered.
DELEGATE SCANLAN: I would like
now to move the adoption of an amend-
ment to Rule 20, which will change the
first sentence of that rule so as to make it
perfectly clear that the alphabetical seat-
ing arrangement does not apply to the offi-
cers, the delegates who have been elected
officers of this Convention.
THE PRESIDENT: You said Rule 20;
do you mean 2I [22] ?
DELEGATE SCANLAN: I misspoke
myself; Rule 2I [22].
THE PRESIDENT: Is there a second?
DELEGATE BEALL: Second.
THE PRESIDENT: Any discussion? Are
you ready for the question? (Call for the
question.) All those in favor, signify by
saying Aye; contrary, No. The Ayes have
it. It is so ordered. Delegate Scanlan?
DELEGATE SCANLAN: I would like
to move the Committee's proposed amend-
ment to Rule 24 [25], which changes that.
rule to make it perfectly clear that the
committees can sit during sessions of the
Committee of the Whole, provided they
obtain permission of the Committee of the
Whole.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Is there any discus-
sion?
(There was no response.)
Are you ready for the question?
(Call for the question.)

Aye; contrary, No. The motion is carried.
The amendment is adopted. Delegate Scan-
lan?
DELEGATE SCANLAN: I move the
Committee's proposed amendment to Rule
28 [29], briefly the rule requiring all ma-
jority committee reports, to be accompanied
by a concise written explanation of the rea-
sons for the Committee's action.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Discussion? Dele-
gate Chabot?
DELEGATE CHABOT: Mr. President,
I believe that we ought not to burden our-
selves with unnecessary goals and un-
necessary time limits. We are all adults.
We recognize our obligations.
THE PRESIDENT: Delegate Chabot, I
wonder if you are directing yourself to the
amendment to Rule 28 [29]. That does not
deal with time limits.
DELEGATE CHABOT: I am sorry. I
thought we were at 28A [30].
THE PRESIDENT: No.
DELEGATE SCANLAN: This is the
written report.
