this Convention has already voted upon, I
wonder if in the interest of time and proper
review if the sponsors of this amendment
would not withdraw it for the present and
take another look at it and bring it back.
We could then get on with approving Com-
mittee Recommendation S&E-1 realizing
that there will be another opportunity to
amend this entire section. (Applause.)
THE CHAIRMAN: I take it this is a
gentle hint to sponsors of the amendment.
Will the sponsors yield for a vote?
DELEGATE GILCHRIST: Mr. Chair-
man, I was in the process of discussing
another point with Judge Sybert and
missed the inquiry.
THE CHAIRMAN: The inquiry in sub-
stance is that it appears this is a sub-
stantially good amendment but has certain
defects. Do you want to proceed with fur-
ther explanations? Delegate Gleason.
DELEGATE GLEASON: What I said,
Mr. Gilchrist, was there was one provision
in this amendment that disturbed me which
was its relation to power of suspension if
in fact the General Assembly does go into
a five-month session. I note also the amend-
ment does eliminate section 1 of the com-
mittee proposal which I am not overly dis-
turbed by but which this Convention has al-
ready approved by a very narrow vote. My
request was, inasmuch as we are going to
have another opportunity to look at this
provision, whether you would consider
letting this matter go for the present, have
it go to the Style Committee, get back here,
and have a further opportunity to look over
your amendment so we can take further ac-
tion at a later date.
DELEGATE GILCHRIST: I would be
willing to accept that suggestion.
THE CHAIRMAN: The problem before
the house—
DELEGATE GILCHRIST: In that event
it solves it.
THE CHAIRMAN: Does Delegate Gil-
christ withdraw the amendment?
DELEGATE GILCHRIST: I will with-
draw the amendment under the circum-
stances.
THE CHAIRMAN: Are there any fur-
ther amendments to the Committee Recom-
mendation S&E-1? If not, the question be-
fore the house is adoption of Committee
Recommendation S&E-1 as amended by
the Committee of the Whole. Are you ready
for the question? The Clerk will record
the vote. Has everyone registered his vote?
The Clerk will take the vote. There being
113 votes in the affirmative, 5 in the nega-
tive, Committee Recommendation S&E-1 is
adopted by the Committee of the Whole.
The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report the action taken with respect
to Committee Recommendation S&E-1 with
amendments and report further that we
have not concluded our consideration of the
remainder of the general orders and pro-
pose to resume tomorrow.
THE CHAIRMAN: All in favor of the
motion, say Aye; contrary, No. The Ayes
have it. It is so ordered.
(Whereupon, at 9:54 P.M. the Committee
of the Whole rose, and the Convention re-
convened.)

THE SECOND VICE-PRESIDENT:
The Chair would like to report the Com-
mittee of the Whole favorably reported on
Committee Recommendation S&E-1 and the
Chair refers the report as amended to the
Committee on Style.
Under the order of business of the re-
ports of committees, the Chair would like
to ask the Reading Clerk to read the Com-
mittee Report SF-5. There are three memo-
randa here to be read across the desk.
READING CLERK: Committee Recom-
mendation GP-5 by Committee on General
Provisions.
A Recommendation that the constitution
include a provision on state jurisdiction
over Federal enclaves.
Committee Recommendation SF-5 by the
Committee on State Finance and Taxation
concerning budget and appropriations.
THE SECOND VICE-PRESIDENT:
Are there any announcements by commit-
