64 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept. 14]
THE PRESIDENT: Delegate Proposal
No. 24 is referred to the Committee on
State Finance and Taxation.
Mr. Clerk, are there any other proposals?
CHIEF CLERK: There are no other
proposals.
THE PRESIDENT: The next item of
business is motions and resolutions.
Resolution No. 2, by Delegate Della. The
Clerk will read the resolution.
READING CLERK: A RESOLUTION
concerning the daily schedule of the Con-
stitutional Convention.
THE PRESIDENT: Resolution No. 2 is
referred to the Committee on Rules. Dele-
gate Della?
DELEGATE DELLA: Mr. President, in-
asmuch as the committee will not report
until Monday, this resolution pertains to a
Monday night session, and on that basis
I would like the Clerk to read the bill or the
resolution so I may offer a motion to sus-
pend the rules so that the motion may be
considered.
THE PRESIDENT: Very well. I might
say, Delegate Della, that I think the Com-
mittee on Rules could report tomorrow. I
do not think it necessarily follows they
could not report.
DELEGATE DELLA: If they can re-
port tomorrow, it is perfectly all right.
THE PRESIDENT: I will address an
inquiry to Delegate Scanlan, Chairman of
the Committee on Rules. Would it be pos-
sible for your committee to meet, consider
Resolution No. 2, and report at the session
tomorrow?
DELEGATE SCANLAN: I think it
would be possible, Mr. President. We had
scheduled a meeting tomorrow at the con-
clusion of the plenary session. I suppose,
however, that would be too late to capture
the first Monday. Certainly I cannot poll
the members of my committee at this mo-
ment, but I will call a meeting of the Rules
Committee immediately following the con-
clusion of this session of the Convention
and consider only, and I repeat only, pro-
posed Resolution No. 2, and to report to
the Convention tomorrow.
THE PRESIDENT: Thank you. Is that
satisfactory?
DELEGATE DELLA: That is satis-
factory.
THE PRESIDENT: Thank you.
Mr. Clerk, are there any other motions
or resolutions?
CHIEF CLERK: No, sir.
THE PRESIDENT: Delegate Scanlan?
DELEGATE SCANLAN: One of the
members of my committee suggested we
might expedite the matter further if we did
not have to trip down to the basement of
the Shaw House, and we can meet in the
lounge immediately behind the rostrum fol-
lowing the conclusion of this session of the
Convention. I know some of the members
of my committee have other meetings of
substantive committees of which they are
members, but we will get to it in the lounge
rather than the basement.
THE PRESIDENT: I might suggest that
the lounge is not always a convenient place
to meet. Delegate Mudd, are you having a
meeting in your committee room this
afternoon?
DELEGATE MUDD: Yes, immediately
following the Convention.
THE PRESIDENT: Sir?
DELEGATE MUDD: Question, your
Honor.
DELEGATE JAMES: Mr. President, I
invite the committee to meet in my office.
THE PRESIDENT: Delegate James sug-
gests that he will make his office available
for you.
DELEGATE SCANLAN: We will gather
in the lounge and then in Senator James'
office. We may have reached a decision by
the time we reach his office.
THE PRESIDENT: I do not believe
there is any unfinished business carried
over from the previous session.
DELEGATE HUTCHINSON: Would you
tell me if Proposal No. 2I will be available
to the delegates of the Convention?
THE PRESIDENT: Delegate Proposal
No. 21, and all proposals introduced today
ought to be on your desk now or will be in
a few minutes. Are there any delegates who
do not have copies of all the proposals that
have been introduced today? If you will
wait just a few moments, they will be dis-
tributed to you.
While we are waiting for the proposal, I
have a few announcements to make.
You should have received this morning
sometime, on your desks in the committee
rooms, a copy of the transcript of the
proceedings at the opening session on Tues-
