by jury in civil and criminal cases; rights
reserved by the people; and that prohibits
discrimination or preference by govern-
ment because of religion, race, color, or
national origin; unreasonable searches and
seizures; unreasonable interception of oral
or other communications; double jeopardy;
compulsory self-incrimination; excessive
bail or fines; cruel and unusual punish-
ments; corruption of blood or forfeiture of
estate as a punishment for crime; bills of
attainder; ex post facto laws; laws im-
pairing the obligation of contracts; and the
suspension of the writ of habeas corpus or
the provisions of the Constitution in time
of peace or in time of war.
THE PRESIDENT: Delegate Proposal
No. 18 is referred to the Committee on
Personal Rights and the Preamble. In con-
nection with this proposal there should
have been distributed a memorandum pre-
pared at the request of the delegate making
the proposal. This is apractice which some
of the other delegates may wish to follow.
If in introducing a proposal you desire to
call to the attention of the committee which
will consider it initially any specific au-
thorities or references or points, you can
do so in supplemental memorandum, which
we will distribute to the delegates with
the proposal. These memoranda necessar-
ily must be brief. They should not nor-
mally extend over a page.

of ombudsman of the State; a term of office
of five years; the compensation, jurisdic-

that he may be removed from office by a
vote of three-fourths of the entire mem-
bership of each house of the General
Assembly.

qualification for voters be reduced from
twenty-one to nineteen.
THE PRESIDENT: I think I should
comment just briefly about that proposal.
It is typed in such a manner that it might
lead you to believe that the only thing there
was the title and that the body had been
omitted. This is an idea proposal.

the Committee on Suffrage and Elections.
