626 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 10]
THE CHAIRMAN: The Chair recog-
nizes Delegate Powers, and when you re-
sume this afternoon, the Chair will recog-
nize Delegate Hanson.
DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report to the Convention it has not yet
concluded its consideration of Committee
Recommendation LB-1.
(Whereupon, the motion was seconded.)
THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 12:30 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

at-Arms.)
PLENARY SESSION
NOVEMBER 10, 1967—12:30 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
come to order. The Chair reports on behalf
of the Committee of the Whole that it still
has under consideration, Committee Rec-
ommendation LB-I, has not concluded its
deliberation and desires leave to sit again.
Before we recess for lunch I have several
things to call to your attention. There was
distributed this morning Committee Report
EB-1. This is a report that was introduced
yesterday. This is a report that will be
considered by the Committee of the Whole.
It is not a committee recommendation and
there is, therefore, no accompanying memo-
randum. There was also distributed to you
a memorandum, dated July I, 1966, by
George Doub, Jr., a memorandum prepared
for the Constitutional Convention Commis-
sion by a research assistant, copies hereto-
fore given to all members of the Committee
on Personal Rights and Preamble and
copies of which have been in the library.
Since this matter will be discussed on the
floor next week, we thought it best to make
copies of the memorandum available to all
delegates.
The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. President,
first I would like to announce that the Com-
mittee on Calendar and Agenda recom-
mends that we will convene on Monday at
2:00 P.M. and recess for an hour and a half
for dinner and continue until about 10:00
P.M. That schedule applies only to Monday.
We still plan to convene at 10:00 A.M. and
to adjourn at around 6 the remaining days
of the week.
I move we recess until 2:00 P.M.
THE PRESIDENT: Before putting the
motion to a vote, the Chair recognizes Dele-
gate Hardwicke.
DELEGATE HARDWICKE: I would
like to note my presence, Mr. President.
THE PRESIDENT: Delegate Macdonald.
DELEGATE MACDONALD: Mr. Presi-
dent, please record my presence.
THE PRESIDENT: Delegate Lord.
DELEGATE LORD: I would like to re-
