598 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 10]
PLENARY SESSION
NOVEMBER 10, 1967—10:00 A.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
please come to order.
The invocation today will be offered by
the Reverend William G. Migliorini of the
Shrine of the Secred Heart, Baltimore City.
Father Migliorini.
REVEREND MIGLIORINI: Almighty
God, from the beginning of time you have
shown your love and concern for man. To
Abraham you gave the seed of many na-
tions. To Moses the law for your people.
Today let the glory of the kingdom all in
preparation for the great gift, the coming
of your Son. Under Him we have learned
a great lesson of love of man for man. To-
day as we continue this concern of love of
man for man, we ask You that we may take
our beginnings from You and through You
may all our work be brought to its com-
pletion through Christ, our Lord. Amen.
THE PRESIDENT: Roll call. Have all
delegates answered roll call?
(There was no response.)
The Clerk will record the roll call.
There being a quorum present, the Con-
vention is in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
at the appropriate time this morning a mo-
tion will be made for amendment of the
debate schedule. At the present time, I
move the adoption of today's optimistic
calendar. (Laughter.)
THE PRESIDENT: Is there a second?
(Whereupon, the motion was duly sec-
onded.)
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered. The calendar
is adopted.

of the Committee of the Whole No. 2.
READING CLERK: Report of the Com-
mittee of the Whole No. 2. This Report
covers matters in General Orders No. 2;
Committee Recommendation SF-1; Delegate
Proposal Nos. 23, 3I, 53, 208, 253, 82, 74;
and A Report on Committee Recommenda-
tion SF-I, post audit of state finances.
THE PRESIDENT: The Report of the
Committee of the Whole No. 2 is referred
to the Committee on Style Drafting and
Arrangement.
Report of the Committee of the Whole
No. 3. The Clerk will read the report.
READING CLERK: Report of the Com-
mittee of the Whole No. 3. This Report
covers matters in General Orders No. 4—
THE PRESIDENT: The Report of the
Committee of the Whole No. 3 is referred
to the Committee on Style, Drafting and
Arrangement.
I call to your attention, that attached to
each of those reports is the respective com-
mittee recommendation to which they refer,
timed in such a way that you can see what
action the Committee of the Whole took at
a glance. Stricken-out portions eliminated
by amendment, portions added by amend-
ment are shown in italics. Hereafter these
reports will be distributed to you the day
following the Report of the Committee of
the Whole. Are there any further reports
of committees?
Minority Report JB-1. The Clerk will
read the Report.

JB-I, by Delegates Johnson, Harkness,
Hickman, Kahl, Murphy, Siewierski, Rush
of the Committee on Judicial Branch.
A MINORITY REPORT concerning the
Judicial Branch.
THE PRESIDENT: Minority Report
JB-I will be received and filed. I call to
your attention you now have Committee
Recommendation JB-I comprising the en-
tire judicial article, Committee Memoran-
dum JB-I, which is a commentary on the
entire judicial article and Minority Re-
port JB-I, which I understand is the
Minority Report on the entire judicial ar-
ticle. So that in these three documents you
have the entire work of the Committee
with respect to this article. We hope to
have these considered by the Committee of
the Whole early next week. I suggest you
take these reports with you for your week-
end reading.
There are no proposals to be offered to-
day. Are there any motions or resolutions?
