spoken not once or twice, but many times.
In addition, we have spent a great deal of
time on amendments because there have
been numerous speeches.
The Chair will ask the committee on
Calendar and Agenda, if this practice con-
tinues, to give consideration to submitting
to the entire convention a debate schedule
which will either limit the number of times
a delegate may speak in the Committee of
the Whole, or limit the amount of time that
can be given to consideration of an amend-
ment.
The Chair now recognizes Delegate Pow-
ers.
DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report to the Convention that we have
not yet concluded our consideration of
Committee Recommendation LB-I, and will
proceed further with this at a later date.
THE CHAIRMAN: Is there a second?
(Whereupon, the motion was seconded.)
THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary No. The
Ayes have it. It is so ordered.
(Whereupon, at 5:55 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)
(The mace was replaced by the Sergeant-
at-Arms.)
PLENARY SESSION
NOVEMBER 9, 1967—5:55 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
now come to order.
On behalf of the Committee of the Whole
the Chair reports that the Committee of
the Whole has had under consideration
Committee Recommendation LB-I and still
has that matter under consideration, and
desires leave to sit again.
The Chair has no announcements. Do
any committee chairmen have announce-
ments?
Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
ladies and gentlemen of this Convention, I
just cannot let this day end without com-
mending the President on his patience, his
fair play, his calmness, and his equanimity.
Believe me it must have been a long and
difficult day for him.
I certainly commend him and thank him
for his patience.
(Applause.)
THE PRESIDENT: Thank you very
much.
Are there any other announcements by
committee chairmen?
Delegate Scanlan?
DELEGATE SCANLAN: In connection
with the Chair's remarks about limitation
on debate, the result that I for one would
like to see is the possibility that the Com-
mittee on Calendar might consider a limita-
tion on the times a delegate might speak in
the Committee of the Whole. I point out
to you, sir, that Rule 36 [38]* now permits
a delegate to speak more than once. If there
is to be a change there would have to be a
change through an amendment to the rule,
so if this thought is developing, I hope it
develops quickly and an appropriate reso-
lution be presented to this Convention to
that effect, if that is the desire, as promptly
as possible so our committee can report
back to the Convention as promptly as
possible.
THE PRESIDENT: The Chair does not
intend to refer any further matters to the
Committee on Rules if it can possibly be
avoided, because the Rules have today gone
to the printer.
Does any other committee chairman de-
sire to make an announcement?
Delegate Boyer?
DELEGATE BOYER: Mr. President,
before I make an announcement about the
next meeting of the General Provisions
Committee, I think it would be appropriate,
and I am entirely sincere, that this Con-
vention also extend the greatest sincerity
and appreciation to the Chairman of the
Committee on the Legislative Branch for
the work extremely well done and praise—
well, he just did a good job, Mr. President,
and I think we should extend our congrat-
ulations to him.
THE PRESIDENT: I think so.
(Applause.)

final number assigned to the rule in the
Rules of the Constitutional Convention of
