Powers, Chairman of the Committee on
Calendar and Agenda.
DELEGATE POWERS: Mr. President,
I move the adoption of the report of the
Committee on Calendar and Agenda.
THE PRESIDENT: Do I hear a second?
Any discussion? Are you ready for the ques-
tion. The question arises on the adoption of
the calendar and agenda proposed by the
Committee on Calendar and Agenda. All
those in favor, signify by saying Aye; con-
trary, No. The Ayes have it. The calendar
is adopted.
Are there any reports of standing com-
mittees to be offered at this time?
(There was no response.)
THE PRESIDENT: Mr. Clerk, are there
any proposals which have been submitted
to you?
THE CHIEF CLERK: No, there are not.
THE PRESIDENT: Are there any mo-
tions or resolutions? Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
I have a resolution to offer.
THE PRESIDENT: Will the pages
please distribute the resolution unless it
has already been distributed?
The Clerk will read the resolution.
READING CLERK: Resolution No. I by
Delegate Scanlan, Chairman of the Com-
mittee on Rules, Credentials and Conven-
tion Budget, September 13, 1967.
A RESOLUTION to authorize the Presi-
dent to appoint the Secretary, the Chief
Clerk, the Sergeant-at-Arms, the Parliamen-
tarian, the Historian, and other officers.
BE IT RESOLVED: That the President
be and is hereby authorized to appoint the
Secretary, the Chief Clerk, the Sergeant-
at-Arms, the Parliamentarian, the Historian
and such other officers as may be necessary
from time to time.
THE PRESIDENT: Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
this is offered to clarify an ambiguity in
the present rules. At the July 12 session,
Delegate—
THE PRESIDENT: Delegate Scanlan,
under the rules, the resolution will have to
be referred to the Committee unless the
rules are suspended for the purpose of dis-
cussion of the resolution now.
DELEGATE SCANLAN: I move that
the rules be suspended to permit the resolu-
tion now pending before this Convention to
be considered by today's session.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.) Is there
any discussion? Are you ready for the ques-
tion? (Call for the question.) The question
arises on the motion to suspend the rules
to permit consideration and discussion of
Resolution No. I at this session. All those
in favor, signify by saying Aye; contrary,
No. The Ayes have it. It is so ordered.
Delegate Scanlan?
DELEGATE SCANLAN: As I was say-
ing, the resolution now before this body is
offered to clarify an ambiguity that arose
as a result of an amendment adopted at
our organizing session. You will recall the
amendment by Delegate Sickles. The Con-
vention approved the authority of the Presi-
dent to engage employees of the Convention
and to fix their salaries. It is true that the
word, officer, could be assigned a meaning
different from the word, employee; but I
think the general intent at the time was to
permit you to engage officers under the
same authority that the Convention had
bestowed on you to engage employees, but
if there is any doubt about it, let us put it
to rest. This resolution would authorize you
to engage the Secretary, the Chief Clerk,
the Sergeant-at-Arms, the Parliamentarian,
and the Historian, and such other officers
as may be required in the future, and I
move its adoption, Mr. President.
THE PRESIDENT: Is there any further
discussion?
DELEGATE BURDETTE: Mr. Presi-
dent?
THE PRESIDENT: Delegate Burdette.
DELEGATE BURDETTE: Mr. Presi-
dent, I should like to ask if this rule, as
proposed by the Chairman of the Com-
mittee on Rules, does in effect permit the
President to create such other officers as
may be necessary from time to time; and if
that interpretation can be placed upon it,
I should think that the rule should be
amended to leave the power to create the
officer within the Convention. My next ques-
tion is to ask whether or not in the opinion
of the Chairman of the Committee and of
the Committee, this rule as here worded
would permit the President to fill vacancies
in such other offices as the vice-presidency
should there become vacancies?

DELEGATE SCANLAN: My answer to
