Branch will meet briefly tomorrow morn-
ing at 9:30 A.M. before the Plenary Ses-
sion at 10:00 A.M.
May I ask the Chair if it will entertain
a question when you have finished getting
announcements from committee chairmen?
THE PRESIDENT: Yes. Are there any
further announcements by committee chair-
men? Delegate Boyer?
DELEGATE BOYER: Mr. President, the
Committee on General Provisions will meet
immediately after this Convention adjourns.
We will take a break at 6:00 P.M. for din-
ner for an hour and come back at 7:00
P.M. We will meet again, of course, tomor-
row. No. We will not meet tomorrow.
THE PRESIDENT: Are there any fur-
ther announcements by committee chair-
men? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, is it the intention of the presiding
officer to submit to the Attorney General's
Office any questionable adoptions of lan-
guage which may run into constitutional
difficulty, or is it your intention to rely
upon the legal ability represented in this
Convention with respect to these matters.
I refer quite specifically to the action of
the Committee of the Whole in adopting
the amendment as it may relate to the
holding in the Torcaso case.
THE PRESIDENT: The intention of the
Chair, based on conversations with the At-
torney General, would be not to submit
questions like this to the Attorney General
for an official opinion, because the opinions
would not necessarily resolve the question
for the delegates. He would rely upon re-
search by the convention staff, augmented
in particular cases by research at our re-
quest by the attorney general's office.
This is, done deliberately in order to
avoid situations where there is an official
opinion of the attorney general on a ques-
tion of interpretation, but at the same time
gives us the benefit of the views of the
attorney general's office as a matter of re-
search. I shall be glad to ask the Attorney
General to furnish us research on this
question.
Are there any further announcements?

DELEGATE VECERA: Mr. President,
I would like to renew my motion.
THE PRESIDENT: Your motion is out
of order at this time. The Chair will recog-
nize you after it recognizes Delegate Pow-
ers for the purpose of moving adjourn-
ment. I say that because it seems to me
that if your purpose is to prevent a session
of the Committee of the Whole tomorrow,
the only way you can do it is to prevent a
session of the Convention. Delegate Powers
will move that the Convention adjourn
until 10:00 A.M. tomorrow. I will recognize
you to speak in opposition to that motion.
Delegate Macdonald?
DELEGATE MACDONALD: Mr. Presi-
dent, may I please have the record indicate
my presence?
THE PRESIDENT: I will permit all
delegates to do that. I am sorry I neglected
to do so. Any other delegates present now
who were not present at roll call who desire
to indicate their presence? If not, the Chair
recognizes Delegate Powers.
Since there will be discussion of this
motion to adjourn, please do not leave your
seats at the moment. Delegate Powers?
DELEGATE POWERS: Before I move
to adjourn, I would like to say that the
Committee on Calendar and Agenda took
into consideration the fact of an election
tomorrow in Baltimore, and there were sev-
eral members of the Committee who are
from Baltimore who intend to vote tomor-
row, and it was concluded that since the
plan is to convene at 10:00 A.M., and the
polls opened at 7:00 A.M., no delegate
would be unduly inconvenienced by having
to be here at 10:00 A.M.; so, Mr. President,
I move that we adjourn until 10:00 A.M.
tomorrow morning.
THE PRESIDENT: Is there a second?
(Whereupon, the motion was seconded,)
THE PRESIDENT: The Chair recog-
nizes Delegate Vecera.
DELEGATE VECERA: Mr. President,
I would like to renew my motion that the
Committee of the Whole not be convened
tomorrow.
THE PRESIDENT: I do not think that
motion is in order, simply to accomplish
your purpose, because if the Convention
convenes tomorrow, it can resolve itself
into a Committee of the Whole; so the only
thing you could do to accomplish your pur-
pose as the Chair sees it, is to oppose the
adjournment to 10:00 A.M. tomorrow.
DELEGATE VECERA: Therefore, upon
the recommendation of Mr. President, I
would move that the Convention not be
convened tomorrow, because it would cause
