DELEGATE BOYER: I think you are
both correct. My original statement from
the top of my head, in answer to, I think
Delegate Sickles' inquiry, was that it
should probably apply only to statewide
offices, but then on correction from Dele-
gate Lord and some notes that were passed
to me hastily, by members of the Commit-
tee, and I think it was on page 598 of the
Draft Report, it does state very emphat-
ically that it applies to anyone who is
elected by the people, and this would in-
clude statewide and local offices.
THE CHAIRMAN: Is there any further
discussion?
(There was no response.)
The question arises on the adoption of
Committee Recommendation GP-2, or ap-
proval of Committee Recommendation GP-2
as amended. A vote Aye is a vote in favor
of the approval of Committee Recommen-
dation GP-2 as amended. A vote No is a
vote against.
All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. The
recommendation is approved.
That is the only business before the
Committee of the Whole. The Chair recog-
nizes Delegate Powers.
DELEGATE POWERS: Mr. Chairman,
I move the Committtee of the Whole arise
and report to the Convention its actions
with respect to Committee Recommenda-
tion GP-2 as amended.
THE CHAIRMAN: Is there a second?
(Whereupon, the motion was seconded.)
Is there any discussion?

All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It
is so ordered.
(The mace was replaced by the Sergeant-

tee of the Whole arose, and the Convention
reconvened.)
PLENARY SESSION
NOVEMBER 6, 1967—5:05 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
please come to order. On behalf of the
Committee of the Whole, 1 report to the
Convention that the Committee of the
Whole has considered Commitee Recom-
mendation GP-2, and approved its recom-
mendation.
The recommendation is referred to the
Committee on Style, Drafting and Ar-
rangement.
So that the record may be clear, I should
have in my report on behalf of the Com-
mittee of the Whole a statement that the
Committee of the Whole approved Com-
mittee Recommendation GP-2 as amended
by Amendment No. 1, and that the recom-
mendation with Amendment No. 1 be re-
ferred to the Committee on Style, Drafting
and Arrangement.
The Chair has no further announce-
ments. Are there any announcements by
committee chairmen? Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet immediately after ad-
journment of this meeting.
THE PRESIDENT: Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will meet
tomorrow morning at 9:30 A.M.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will meet immediately after this
session is over.
THE PRESIDENT: Delegate Moser?
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
meet immediately after this session to con-
tinue a review of the Committee memo-
randum.
THE PRESIDENT: Delegate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following this ses-
sion for a brief but important meeting.
One of the delegates has a proposal that
she wishes to make to the executive article.
Apart from that proposal, the Committee
concluded its construction of the executive
article this afternoon and will report it to
the floor sometime this week.
THE PRESIDENT: Are there any
further announcements by committee chair-
men? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
