on the motion to adopt the resolution to
invite the President of the United States
to address this Convention on September 12,
1967. All in favor will signify by saying
Aye. Opposed, No. The Ayes have it. It
is so ordered.
Are there any further resolutions to be
offered? If not, before recognizing the
Chairman of the Program Committee for
the purpose of moving adjournment, I
would like to make a few announcements.
(Announcements made.)
THE PRESIDENT: Let me, on behalf of
the Convention, express our thanks to all
of the officers who have acted for the Con-
vention, people who have acted as pages
for this session today. They have all volun-
teered their services, they are unpaid and
I think we owe them a vote of thanks.
(Applause.)
THE PRESIDENT: Delegate Abramson.
DELEGATE ABRAMSON: Mr. Presi-
dent, I move that the Convention stand
adjourned until September 12, 1967.
THE PRESIDENT: Is there a second?
DELEGATE BARRICK: What time?
THE PRESIDENT: 12 noon. Is there a
second?
(Seconded.)
THE PRESIDENT. All those in favor
of a motion to adjourn this Convention
until 12 noon on September 12, 1967, sig-
nify by saying Aye. Contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 8:35 P.M., the Conven-
tion was adjourned to reconvene at 12:00
NOON on September 12, 1967.)
CONVENING SESSION
SEPTEMBER 12,1967 —

PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
please come to order.
The Clerk will read the Proclamation of
the Governor.
READING CLERK: The Governor's
Proclamation issuing a call for the dele-
gates to the Maryland Constitutional Con-
vention to assemble in plenary session in
Annapolis, Maryland, 12:00 noon, Tuesday,
September 12,1967:
"WHEREAS, the people of the State
of Maryland expressed in special election
on September 13, 1966 their desire to
hold a Constitutional Convention; and
WHEREAS, the 1967 General Assem-
bly of Maryland, in response to the ex-
press desire of the people duly enacted
House Bill 28 making provisions for the
election of delegates to and the holding
of a Convention to frame a new Consti-
tution for the State of Maryland, which
bill was signed and became effective on
March 24, 1967, as Chapter 4 of the 1967
Laws of Maryland; and
WHEREAS, pursuant to the provi-
sions of the aforesaid enactment and the
proclamation of the Governor of Mary-
land the delegates of the Convention as-
sembled and organized on July 11, 1967;
and
WHEREAS, Section 10 of said chapter
provides at least ten days prior to Sep-
tember 12, 1967, the Governor, by Proc-
lamation, shall issue a call upon the dele-
gates to assemble on that date;
NOW, THEREFORE, I, Spiro T. Ag-
new, Governor of the State of Maryland,
pursuant to and under the authority of
the aforesaid section of Chapter 4 of the
1967 Laws of Maryland, do hereby sol-
emnly proclaim and issue a call for the
delegates to the said Constitutional Con-
vention to assemble in the Chamber of
the House of Delegates at the State
House in the City of Annapolis, on Tues-
day, September 12, 1967, at 12:00 noon
in plenary session, given under my hand
and the Great Seal of Maryland in the
City of Annapolis on this 29th day of
August in the year of our Lord 1967."
THE PRESIDENT: We will now have
the invocation by the Reverend Bruce K.
Price, Delegate to this Convention from
Baltimore County.
Reverend Price.
DELEGATE PRICE: Almighty God and
Father of us all, thine is the providence by
which age after age the families of man-
kind have been fed. Thine is the justice
which has given a course and direction to
the turmoil of history. Thine is the love
that brings light to every day of our lives.
Though there be no end of thy gifts, help
us to number them as they are revealed to
us day by day.
