The question arises on the Report of the
Committee of the Whole. The Chair recog-
nizes Delegate Powers for the purpose of
making the motion.
DELEGATE POWERS: Mr. President,
I move the report of the Committee of the
Whole be adopted.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Is there any discus-
sion? .Are you ready for the question?
(Call for the question.)
All in favor, signify by saying Aye; con-
trary, No. The Ayes have it. The Report
of the Committee of the Whole is adopted.
The Committee Recommendation SF-I
and the report of the Committee of the
Whole with respect thereto is referred to
the Committee on Style, Drafting and
Arrangement.
I have no announcements to make other
than those which have already been made.
Are there any announcements by committee
chairmen? Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet fifteen minutes after
this meeting adjourns.
THE PRESIDENT: Delegate Mudd.
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will meet
Monday morning at 11:00 A.M.
THE PRESIDENT: Delegate Moser.
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
meet immediately after this session.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Mr. President,
the Committee on Finance and Taxation
will meet immediately after this session is
recessed to continue what we were working
on today.
THE PRESIDENT: Any further an-
nouncements by committee chairmen? Dele-
gate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet at 2:00 P.M. Monday af-
ternoon. 1 remind the committee members
that they must have their minority reports
completed by 5:00 P.M. Monday afternoon
and the staff of the committee is available
after the session today and all day Monday
to assist with those minority reports.
THE PRESIDENT: Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch is
temporarily stalled and we will meet on
Monday at 1:00 P.M. hopefully to break the
impasse that we are now in.
THE PRESIDENT: Are there any fur-
ther announcements by committee chair-
men? Delegate Boyer.
DELEGATE BOYER: Mr. President,
the Committee on General Provisions will
meet fifteen minutes after this Convention
adjourns. We will meet again on Monday
at 1:00 P.M. Thank you.
THE PRESIDENT: Delegate Penniman.
DELEGATE PENNIMAN: Mr. Presi-
dent, the Committee on Style will meet at
2:30 P.M. Monday.
THE PRESIDENT: Any further an-
nouncements by committee chairmen? Dele-
gate Harry Taylor.
DELEGATE H. TAYLOR: I rise to a
point of personal privilege.
THE PRESIDENT: State your privilege.
DELEGATE H. TAYLOR: On October
31, I made some brief remarks that had no
historical significance but in checking the
record, I found that my friend Delegate
Lloyd Taylor had been blamed for these
remarks. I wanted to bring to the attention
of whoever has the task of distinguishing
between the two Taylors here that it might
be helpful for them to know Harry Taylor
is the one that sits closest to the exit.
THE PRESIDENT: Delegate Harry
Taylor, it will be very helpful to us if you
could leave a memorandum with one of my
secretaries of the page where this occurs
and we will see it is corrected. Any further
announcements by other delegates? One
final word then before recognizing Delegate
Powers. I call to your attention his re-
marks earlier as to the schedule for pro-
jected sessions of the Convention next week.
1 remind each of you what you are, I am
sure, very much aware of. This is that al-
most every committee has now completed
its deliberations and is working this week-
end on the committee recommendations and
the accompanying memoranda.
I urge all members of those committees
who are even toying with the idea of filing
a minority report to work on it tomorrow
and Sunday so that it can be completed and
