THE PRESIDENT: The Convention will
please come to order.
The invocation today will be offered by
the Right Reverend Monsignor Henry
Rotrige, Vice Chief of Chaplains, United
States Navy. Admiral Rotrige is a former
shipmate of Delegate Edward Clarke.

REVEREND ROTRIGE: Almighty and
Eternal God, we are grateful that You have
called our nation and its people to a place
of trust and responsibility in this world of
ours. And in the universe today we recog-
nize Thee, our Living Father, as a source
of goodness, wisdom, and justice. We know
that only through Thee is authority rightly
administered, laws enacted, and judgments
decreed. We ask Thee to assist with a spirit
of counsel and fortitude the members of
this convention. May their efforts and their
deliberations be filled with wisdom and jus-
tice that the proceedings and laws framed
for the State of Maryland may tend to the
preservation of peace and of the emotion
of happiness and security. We ask Thy
blessings too upon the leaders of our coun-
try, for Congress, and for the members of
our armed forces.
Sustain them in their efforts on the sea,
on land, and in the air, to preserve the
great gift of freedom that is the asset of
our beloved country. Grant that our aspira-
tions and ideals may also be in accordance |
with Thy will and continue to bless our
nation that we may be a blessing to the
world.

THE PRESIDENT: Before recording
the roll call, the Chair wishes to announce
that pursuant to Rule 24, the Chair has
reluctantly granted permission to the Com-
mittee on Local Government to continue its
session during this session of the Con-
vention.
The request of the Chairman of that
Committee was presented to me urgently
on the basis that the committee had been
meeting all yesterday afternoon until 11
o'clock last night and from 9 o'clock this
morning. They were anxious to conclude
their voting in order to present their re-
port to the Convention and feared an inter-
ruption for the session of the Convention
would throw them back by as much as a
full day. Accordingly, Delegates Moser,
Barrick, Borom, Boyles, Bryson, Carson,
Clagett, Eckenrode, Fox, Freedlander,
Grant, Gullett, Leitzel, Macdonald, Needle,
Newmann, Ulrich, Wagandt, and Winslow
are excused in order to attend the meeting
of the Committee on Local Government now
proceeding.
The Clerk will record the roll call. There
being a quorum present, the Convention is
in session.

DELEGATE KIRKLAND: Mr. Presi-
dent, it is a pleasure for me to present to
the Convention 130 sixth grade students
and faculty of the sixth grade students and
some of their parents from Woodley Knolls
Elementary School in Prince George's
