3416 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 8]

DELEGATE BENNETT: Second.

THE PRESIDENT: The amendment
having been seconded, the Chair will com-
ment briefly.

The sentence as it stands now provides
that every citizen who has attained the
age of nineteen and who has been a resi-
dent of the State for six months and of
the county in which he offers to vote for
three months next preceding an election
shall be eligible to vote and if registered
shall be qualified to vote in all national,
state, and county elections held in this
State.

As amended, the phrase would read that
if he possesses the age and state residen-
tial qualifications and those of the county
in which he wishes to vote he shall be
eligible to vote in the county. I am sorry.
He shall be eligible to vote; and if he
registers, shall be qualified to vote in the
county in national, state, and county elec-
tions.

amendment. A vote No is a vote against.

There being 122 votes in the affirmative

The Chair will now put successively the
question on the adoption of 2, 3, 4 and 6,
the enacting clause, the schedule of transi-
tional provisions, and the schedule of legis-
lation.

The Clerk will ring the quorum bell.

Mr. Sergeant-at-Arms, please make sure
all the delegates are in the chamber.

The question arises on the adoption of
Article 2 as amended on third and final
reading. A vote Aye is a vote in favor of
Article 2 as amended. A vote No is a vote
against.

amended. A vote Aye is a vote in favor of
the adoption of the article as amended.

There being 106 votes in the affirmative
and 16 in the negative, the motion is
carried. Article 3 is adopted on third and
final reading.
