3414 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 8]

(The motion was duly seconded.)

THE PRESIDENT: The amendment has
been seconded. The purpose of the amend-
ment is obvious. It is to correct an error.
The superior court is a court of the State
and not of the county. Is there any dis-
cussion?

(Tli er e was no response.)
Are you ready for the question?

The question arises on the adoption of
Amendment No. 30 to S&D-18. A vote Aye
is a vote in favor of the amendment. A
vote No is a vote against.

Cast you vote.
(Whereupon, a roll call vote was taken.)

THE PRESIDENT: Has every delegate
voted? Does any delegate desire to change
his vote?

(T fiere was no response.)
The Clerk will record the vote.

There being 101 votes in the affirmative
and 3 in the negative, the motion carries.
The amendment is adopted.

Amendment AJ will be Amendment No.
31.

This amendment appears on lines 1 and
2 on page 72 of the white draft. The
amendment is offered by Delegate Penni-
man.

Delegate Penniman, the purpose is to
show that this sentence is a new para-
graph. It does not show too clearly. That
is the intention I believe.

DELEGATE PENNIMAN: That is cor-
rect, Mr. President.

THE PRESIDENT: For clarification,
the amendment will be modified to put a
paragraph mark in front of line o so
there is no question that that is intended.
It will conform to the style of other pro-
visions.

READING CLERK: Amendment No. 31
to Report S&D-18 by Delegate Penniman,
Chairman of the Committee on Style,
Drafting and Arrangement: On pa^e 77,
section 30, County Commissioners, strike
out all of lines 8 and 9 and insert in lieu
thereof the following: "The effect of this
section shall terminate on January G,
1971."

THE PRESIDENT: The question arises
on the adoption of Amendment No. 31 to
Report S&D-18. A vote Aye is a vote in
favor of the amendment. A vote No is a
vote against.

There being 110 votes in the affrmative
and none in the negative, the motion
carries. The amendment is adopted.

in the lounge and in their seats.

DELEGATE CLAGETT: Mr. President,
early in the deliberations of this body
there was made a matter of record that all
notes passed should be placed in the
custody of the historian. One of those
notes was one whose authorship, by Dele-
gate Eckenrode, I recognized when it be-
gan: "Now, you know what I thought I
meant."

There has been one other that has been
passed to me, and it reads as follows:
"The weaker sex is the stronger sex be-
cause of the weakness of the stronger sex
for the weaker sex." With that, I have
fulfilled a commitment made before I was
elected, to j>;et sex in the Constitution.

THE PRESIDENT: The Chair will
have a quorum call to indicate which dele-
gates are present now.

Please answer the quorum call.
