3392 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 8]

After that is concluded, we would ar-
journ sine die, so that unless there are per-
haps, and I imagine there may very well
be, a few other resolutions of a more for-
mal character that we perhaps have not
thought of to have printed today, we will
have to act upon them on Wednesday.

Because of this and because we are all
very grateful to the legislature for mak-
ing the State House available to us, it is
incumbent upon us as guests to vacate, to
make it in a position to be turned over to
the cleanup crews just as quickly as pos-
sible because members of the legislature
start coming back to their offices next
week. They usually start coming back to
their offices earlier than the session, so
please clean out your desk today.

There will be nothing except the formal
ceremony on Wednesday, so after the ses-
sion this afternoon, clean out your desk
here in the chamber, and also your locker.

There is a great deal of interest in the
signing ceremony on Wednesday, and there-
fore we have decided to issue tickets for
admission to the galleries. As all of you
know, the number of seats in the gallery
is very severely limited.

Accordingly, each delegate will be en-
titled to one pass for admission to the
gallery. This will leave, in addition to the
seats for the delegates' guests, a very
limited number of extras for the public, I
think maybe 25 or something like that, in
both galleries combined.

These, of course, are available on a first-
come, first-served basis. The tickets may be
picked up in Mr. Martineau's office. I
would deem it a great favor if you would
make it a point to pick up your ticket
promptly, and if you do not expect to have
need of the ticket, it would be a great con-
venience if you would advise Mr. Marti-
neau's office. In that way if there are some
delegates who would like to have more than
one, we could reallocate tickets of delegates
who do not want them. Without word from
the delegate, Mr. Martineau has been in-
structed not to reallocate a ticket assigned
to any one delegate until noon on Wednes-
day. So if you are not going to use it,
please let someone in his office know.

The clerk has asked me to announce that
there are a number of volumes of the An-
notated Code belonging to the set in his
office which are missing. They are un-
doubtedly in one of the desks or borrowed.
So as you go through your things, will you
please look for them — Volumes 2, 3, 4, 5,
6, 9, and the supplement to volume 7. It is

very expensive to replace individual vol-
umes like this, and we would greatly ap-
preciate it if you would make the effort to
search and see if you have them anywhere,
and see that they are returned.

Mr. Clerk, are there any reports?

READING CLERK: There are no re-
ports, Mr. President.

THE PRESIDENT: The Committee Re-
port LB-1 was read across the desk several
days ago. It is on the agenda today. I think
it requires a brief explanation.

The Chair recognizes Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent and ladies and gentlemen, I think it
may be necessary for me to move to sus-
pend all interfering rules so that Commit-
tee Report LB-1 may be received and
considered.

THE PRESIDENT: No. It may be con-
sidered without suspension of the rules.

DELEGATE GALLAGHER: In that
event, briefly, Mr. President and ladies and
gentlemen: this is a report of considera-
tion and disposition which the Committee
on the Legislative Branch gave to those
proposals which were not in some manner
incorporated in LB-1, LB-2, or LB-3. It is
self-explanatory.

Thank you, sir.

THE PRESIDENT: Is there any dis-
cussion?

(There was no response.)
Are you ready for the question?
(Call for the question.)

The question arises on the adoption of
Committee Report LB-1. A vote Aye is a
vote in favor of the adoption of the report.
A vote No is a vote against.

Cast your vote.

Has every delegate voted? Does any dele-
gate desire to change his vote?

The Clerk will record the vote.

There being 109 votes in the affirmative
and 9 in the negative, the motion carries.
The report is adopted.

If there are no other reports of the Com-
mittee, we will proceed to a consideration
of the series of resolutions, each of which
I will have the Clerk read.
