part of the constitution or either of the
schedules?

(There was no response.)

THE PRESIDENT: The Chair hears no
amendments.

We will proceed to vote in the manner
indicated earlier.

Before taking any vote, the Chair will
have a quorum call to establish the num-
ber of delegates present and requests that
every delegate answer the quorum call.
We will then proceed to a final vote, ar-
ticle by article. Any calls for division
must be made before the vote and the
Chair will rule on whether or not the
division is proper. That means that if you
have a question or desire division as to any
particular article, you shall ask for it when
the article is the main question before you
and before it is put to a vote.

The Chair will delay a little longer than
usual in asking for whether any delegate
desires to change his vote and whether
every delegate has voted, simply to make
sure that you have not inadvertently voted
the wrong way. Please, therefore, when
you have voted, look at the board to make
sure you have voted your intentions cor-
rectly.

Under the rules, there will not be an
opportunity to explain votes after the
voting has begun or after the voting has
concluded. If, therefore, you desire to ex-
plain your vote, you must do so before the
article is put to a vote and in the debate
period.

The Clerk will ring the quorum bell once
more.

The Chair calls for a quorum.

Apparently every delegate in the cham-
ber has answered quorum call. The Clerk
will record the quorum call.

There are 128 delegates present. The
Chair is advised that one of the delegates
informed of the fact of a quorum is not
here and is on his way.

DELEGATE J. H. SMITPI: Mr. Chair-
man, a point of personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE J. H. SMITH: We have in
the gallery with us the parents of Janet
Shedd and I would like the Convention to
give them the usual warm welcome, please.

(Applause.)

THE PRESIDENT: The Chair is ad-
vised that the delegate in question is not
here.

The first question will arise on the pre-
amble. The question arises on the preamble,
on the adoption of the preamble, on third
and final reading.

Is there any discussion?
Are you ready for the question?
(Call for tli e question.)

The question arises on the adoption on
third and final reading of the preamble.
A vote Aye is a vote in favor of the adop-
tion of the preamble; a vote No is a vote
against.

Cast your votes.
Has every delegate voted?

Does any delegate desire to change his
vote?

The Clerk will record the vote.

There being 123 votes in the affirmative
and 3 in the negative, the motion is
carried. The preamble is adopted on third
and final reading.

The question now arises on the adoption
of Article 1, on third and final reading.

third and final reading of Article 1. A
