DELEGATE BURDETTE: Yes, ex-
actly.

THE PRESIDENT: Where?

DELEGATE BURDETTE: I should
like to get the concept that the General
Assembly shall have concurrent power by
law, moved into —

THE PRESIDENT: Could you do it
better by saying you would regulate by
law?

Delegate Burdette.

DELEGATE BURDETTE: I think that
would be all right, shall have concurrent to
regulate by law. I see no objection to that.

THE PRESIDENT: Delegate Marion.

DELEGATE MARION: Mr. President,
that is perfectly agreeable to me if the
amendment can be so modified to insert the
word "by law" in the sentence as it will
read as amended after the word "regulate".
I am acceptable to so modifying the amend-
ment, and Chairman Penniman has ob-
served behind me that he thinks that
would be preferable.

THE PRESIDENT: The request is made
that the amendment be modified by strik-
ing all of line 2 and 3 and striking the
word "in" in line 5 and striking every-
thing after the word "regulate" in line 7,
and inserting "by law".

Is there any objection to the amend-
ment?

Delegate Burdette.

DELEGATE BURDETTE: Would you
mind reading the sentence as it would
read ?

THE PRESIDENT: The sentence would
then read, "The General Assembly shall
have concurrent power to regulate by law
the matters enumerated in this section, ex-
cept when these matters are specifically re-
quired by this Constitution to be pre-
scribed by rule".

Is there any objection to the modifica-
tion?

The Chair hears none.
The amendment will be so modified.
Is there any further discussion?

The question arises on the adoption of
Amendment No. 15 to Report S&D-18. A
vote Aye is a vote in favor of the amend-
ment. A vote No is a vote against.

The Clerk will record the vote.

There being 83 votes in the affirmative
and 22 in the negative, the motion is
carried. The amendment is adopted.

This concludes all amendments that the

THE PRESIDENT: The Clerk will ring
the quorum bell.

The Sergeant-at-Arms will get all dele-
gates from the corridors and the lounge.

For what purpose does Delegate Maurer
rise?

DELEGATE MAURER: Personal privi-
lege.

THE PRESIDENT: State the privilege.

DELEGATE MAURER: I would like
the Convention to welcome another brave
visitor from Montgomery County, Mrs.
Frank Proctor, a member of the Constitu-
tional Convention Commission.

THE PRESIDENT: Delegate Bard.

DELEGATE BARD: I rise for a point
of personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE BARD: Bernard Glatt,
who is associated with me at the Com-
munity College of Baltimore came down
early this afternoon with the hopes that
we would leave in one hour. He is a very
brave soul and is still here and I hope that
you will applaud all of his courage.

(Applause.)

THE PRESIDENT: Are there any other
amendments to any part of the Committee
Report S&E-18? After this point the Chair
