Baltimore City is now a county instead of
a city, to except the county of Baltimore
City from the requirement of two news-
papers and retain the requirement that in
the County of Baltimore City that it be
published in three newspapers. Otherwise,
it remains the same.

DELEGATE BYRNES: A matter of
personal privilege. While we are waiting
distribution of that amendment, may I in-
troduce a young lady up in the balcony,

who was warned by Delegate Weidemeyer
from jumping off. She is sternly interested
in the Constitutional Convention and in the
new constitution. She has for many years
labored in the vineyards of the state for a
new constitution. I would like to ask the
Convention to welcome Miss Pat McDon-
ough from Montgomery County.

READING CLERK: Amendment No. 14
to Report S&D-18 by Delegate Marion and
Mudd. On page 28, section 5.03, Rule-Mak-
ing Power, in line 31 after the word "As-
sembly" insert the words "by law"; and in
line 32 strike out the words "provide by
law for" and insert in lieu thereof the
words "regulate the". In line 33, strike out
the words "subject to rule" and insert in
lieu thereof the words "enumerated in this
section".
THE PRESIDENT: Pages, please dis-
tribute the amendment to the delegates in-
dicating they do not have copies.
The amendment is submitted by Delegate
Marion, seconded by Delegate Mudd.

DELEGATE MARION: Mr. President,
this amendment too is merely a stylistic
one. You can follow the language of the
amendment. It would provide in section
5.03, on page 28, that the sentence begin-
ning in the middle of line 31 would read as
follows: "The General Assembly by law
shall have concurrent power to regulate the
matters enumerated in this section, except
when these matters are specifically required
by this Constitution to be prescribed by
rule."
We were attempting to make the sen-
tence a little more polished than it was
when originally there and to avoid the pre-
scribed provide problem by just making an
end run around it, and also avoiding using
those words. It has the approval, I think
before it was prepared, of Chairman Pen-
niman of the Style Committee and I urge
its adoption.
