THE PRESIDENT: The amendment,
having been seconded, the Chair recognizes
Delegate Hardwicke.

DELEGATE HARDWICKE: Mr. Presi-
dent, the purpose of this amendment is to
do in formal fashion what we agreed in
the Convention about an hour ago could
be done because of the problem of definitions.

I think, as you all read over this amend-
ment, you will see that the entire subject
matter has been discussed on the floor. We
picked up the two basic definitions of the
prior Constitution, and the basic definition
of counties, including Baltimore City, and
then we made other conforming changes.

I urge its adoption.

THE PRESIDENT: Is there any dis-
cussion?

Delegate Weidemeyer.

DELEGATE WEIDEMEYER: Mr. Pres-
ident, this is not on the subject, but I wish
that spectators in the gallery would re-
frain from sitting on the rails or leaning
over them because it is hard for me to con-
centrate with butterflies in my tummy.

THE PRESIDENT: Is the Sergeant-at-
Arms here? Will he please go up and make
sure that there is a doorkeeper at each
door in the gallery and that they insist that
no one lean on the rail, children or adults.

Is there any further discussion of Amend-
ment No. 12?

While we are waiting on that, will the
pages distribute Amendment R for
"Rogers"?

The Amendment R is the Amendment
No. 4 which you acted upon before it was
printed.

The question arises on the adoption of
Amendment No. 12 to Report S&D-18. A
vote Aye is a vote in favor of the amend-
ment. A vote No is a vote against.

Has every delegate voted?

Does any delegate desire to change his
vote?

(There was no response.)

The Clerk will record the vote.

There being 114 votes in the affirmative,
none in the negative, the motion is carried.
The amendment is adopted.

Delegate Grant, do you desire to offer
your Amendment P?

DELEGATE GRANT: Yes, sir, Mr.
President.

THE PRESIDENT: Pages, please dis-
tribute Amendment P, "P" for "Paul".

The Chair is advised that the snow has
ceased for the moment at least. There is
apparently about an inch and a half ac-
cumulation.

Amendment P will be Amendment No. 13.
The Clerk will read the amendment.

READING CLERK: Amendment No. 13
to Report S&D-18 by Delegate Grant. On
page 78, section 33, Procedures for Amend-
ment of the Constitution, in line 8 after
the word "county" insert the words "except
Baltimore City". In line 10 after the word
"newspaper" insert a comma, and in line
11 strike out the words "City of Baltimore"
and insert in lieu thereof the words "Bal-
timore City".

THE PRESIDENT: The amendment is
submitted by Delegate Grant. Is there a
second?

DELEGATE GROH: Second.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: The amendment is
seconded by Delegate Groh. The Chair rec-
ognizes Delegate Grant.

DELEGATE GRANT: This is a simple
housekeeping amendment. As section 33 was
originally written, it did not take into con-
sideration the fact that Baltimore City is
no longer a city. It is now a county with
the proper name of Baltimore City.

However, in the general publication of
statutes, it has always been required that it
be published in two newspaper in any
county, unless there is only one newspaper,
in which case it is published in that one
newspaper.

However, Baltimore City, the situation
arose a number of years ago in which they
found it was necessary to make publica-
tions in three newspapers.

Therefore, this amendment is written to
do three things:
