THE PRESIDENT: Amendment N for
Nan. Pages will please distribute the
amendment.

While this is being distributed, and in
order to relieve apprehensions of any dele-
gates concerning the weather situation,
Miss Kelsey Kauffman tells me quite posi-
tively that in the event the weather is
such as to make any delegates apprehen-
sive about returning home tonight, you can
be berthed at officers' homes at the Naval
Academy.

(Applause.)
There will be an .Amendment No. 5.
The Clerk will read the amendment.

READING CLERK: Amendment No. 5
to Report S&D-18 by Delegates Morgan,
Adkins, and Chabot: On page 24, section
4.23, Tie Votes, in line 20 after the period
add this new sentence:

"The election of a governor shall consti-
tute the election for the same term of the
lieutenant governor who was listed on the
ballot with him at the general election."

THE PRESIDENT: The amendment is
submitted by Delegate Morgan, seconded
by Delegates Adkins and Chabot.

The Chair recognizes Delegate Morgan.

DELEGATE MORGAN: Mr. President,
this amendment is designed to take care of
an oversight on the drafting of the execu-
tive article. We provided for the tie vote
in the case of the governor, the comp-
troller, or the attorney general, but did not
provide for what happened in the case a
governor was elected on a tie vote by the
General Assembly, but there was no provi-
sion made for the lieutenant governor, and
this is simply to fill that void.

THE PRESIDENT: Is there any further
discussion?

The question arises on the adoption of
Amendment No. 5 to Report S&D-18.

A vote Aye is a vote in favor of the
amendment; a vote No is a vote against.

The Clerk will record the vote.

There being 122 votes in the affirmative
and none in the negative, the motion is
carried. The amendment is adopted.

Are there any further amendments to
Article 4?

The Chair has none. The Chair hears
none.

Article 5 is now open to amendment. Are
there any amendments to Article 5?

The Chair has no amendment to Article 5.
Are there any? The Chair hears none.
Delegate Marion.

DELEGATE MARION: Mr. Adkins has
been working on an amendment to section
5.03, which I would like to offer when it is
printed.

THE PRESIDENT: That is the amend-
men the Chair requested the staff to pre-
pare and I have conferred with Mr. Ad-
kins about. We will pass it and come back
to it as soon as it is ready.

Are there any other amendments to
Article 5?

The Chair hears none.

Article 6 is now open to amendment. Are
there any amendments to Article 6?

Are there any announcement as to Ar-
ticle G? I am sorry, are there any amend-
ments to Article G?

The Chair hears none.

Before proceeding to Article 7, the Chair
would recognize Delegate Carson for the
purposes of making an announcement. He
has advised the Chair, because of having
two young children with him, one under
medication, it is imperative that he leave.
He has a long trip and under the circum-
stances the Chair has agreed to give him
the floor to announce his intentions with
respect to the voting, in which he will not
now be able to participate.

This is not by any means to be taken
as a precedent for any similar action by
other delegates. I happen to know that the
situation of Delegate Carson arises only
because of his children.
