standards and the counties operating be-
neath that level in execution of those
standards, and we will truly have the co-
operation between the General Assembly
and the counties to benefit and to execute
what is for the general welfare of the en-
tire State across the board and throughout
the entire State.

DELEGATE CLAGETT: I therefore
urge you, with the utmost of sincerity of
which I am capable, and having lived with
this subject for now three years to adopt
this amendment and to at least put some
degree of level into the tracks of local leg-
islation rather than to permit it to run
rampant in the way in which it would now
do, defeating entirely the accomplishment
that the Local Government Committee feels
that it has contributed to this Convention.
There are more than fourteen members
of the Local Government Committee behind
this amendment, and I believe that actually
on final count there will be fifteen members
of the Local Government Committee, and
we have carefully studied, we have spent
hours, late into the night as well as through
the days to try to give you the best of
which we are capable. Please back us up
on this.
