Delegate Marion.

DELEGATE MARION: May I ask a
question of Delegate Gallagher?

THE PRESIDENT: Yes.

DELEGATE MARION: If the amend-
ment is so modified, would it not remove
the requirement that in every tenth year
thereafter the boundaries be redrawn prior
to the general election?

THE PRESIDENT: Delegate Gallagher.

DELEGATE GALLAGHER: I do not
so read it, no.

THE PRESIDENT: I think the point is
well taken, Delegate Gallagher. Would not
the sentence properly read, "boundaries of
districts shall be redrawn in 1982 and in
every tenth year thereafter, according to
these standards"?

That would not do it either.

DELEGATE GALLAGHER: Yes. If you
move the entire line up, line 10, I think it
would preserve more accurately the inten-
tion of redistricting or redrawing every
ten years.

THE PRESIDENT: Delegate James.

DELEGATE JAMES: Mr. Chairman, I
object. I have lost the thread of the dis-
cussion.

THE PRESIDENT: May I make one
more suggestion, Delegate James?

Delegate Gallagher, would it be better
if all of line 10 were added before the
word "boundaries" in line 7? Would it then
carry out your intent?

DELEGATE GALLAGHER: It would,
Mr. President. Starting with "in 1982 and
every tenth year thereafter boundaries of
districts shall be redrawn according to
these standards prior to the general elec-
tion", period.

THE PRESIDENT: I think it is most
unwise to be making an amendment such
as this on the floor. Notwithstanding the
announcement of the Chair a few moments
ago we will pass this for a moment and
ask Dr. Loevy to draft a proper amend-
ment and we will come back to it.

Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent, since all five of these revolve around
the same point I would ask you to pass
over all five.

THE PRESIDENT: Are the other four
dependent upon the language of this one
or just upon the intent of this one?

DELEGATE GALLAGHER: They are
dependent, Mr. President, and at this time
I am not disposed to go ahead with three
of them in any event.

THE PRESIDENT: The amendments
that were marked 3, 4, 5, and G will not be
offered at this time and not be marked.

Amendment No. 2 is passed over for
the moment.

Are there any other amendments to Ar-
ticle 3?

Delegate Macdonald.

DELEGATE MACDONALD: I have an
amendment, Mr. President, to section 3.22.

TPIE PRESIDENT: Just a moment.

Delegate Gallagher, are you going to be
working with Dr. Loevy on the amend-
ment?

DELEGATE GALLAGHER: I am.

THE PRESIDENT: Do you want to
pass for the moment your proposed Amend-
ment M to section 3.21?

DELEGATE GALLAGHER: I have de-
cided not to offer that amendment, Mr.
President.

THE PRESIDENT: Thank you.

This will be Amendment No. 3.
The Clerk will read the amendment.

READING CLERK: Amendment No. 3
to Report No. S&D-18 by Delegates Mac-
donald, Clagett, Fox, Freedlander, Han-
son, Raley, Sickles, Ulrich, and Wagandt.
On page 16, section 3.22, General Applica-
tion of Laws, in lines 25 and 26 strike out
the following:

"(4) pertaining to natural environment
and resources;".

THE PRESIDENT: Delegate Gallagher,
whatever may be done with Amendment
No. 2, it would not be offered in its present
form, I take it. May the Chair mark it as
withdrawn?

DELEGATE GALLAGHER: You may,
Mr. President.
