DELEGATE MARION: Should we not
then delete the modification?

THE PRESIDENT: That is what I am
suggesting. Is there any objection to de-
leting the modification as heretofore made?

The Chair hears none. The modification
previously made is rescinded.

Is there any other question?
Delegate Stern.

DELEGATE STERN: Page 75 on line
5, the word "percent" was struck and made
into two words. I do not know which is
correct because on line 7 the word "per-
cent" is one word and my old dictionary
has it as one word.

THE PRESIDENT: You want to get it
uniformly into two?

Delegate Penniman.

DELEGATE PENNIMAN: That is cor-
rect. It should be three per cent, two
words.

THE PRESIDENT: May I ask why two
words?

Delegate Penniman.

DELEGATE PENNIMAN: In our dic-
tionary it gave it only as two words, per-
centage as one, but per cent as two.

THE PRESIDENT: Just a second.

Is there any objection as to a modifica-
tion? Is this as to the same modification?

Delegate Stern.

DELEGATE STERN: Yes. Perhaps you
used a larger dictionary and it used it only
as one word and it says that earlier it was
used as two words.

THE PRESIDENT: Delegate Penniman.

DELEGATE PENNIMAN: It is two
words in the big dictionary we are using.
Also, in the U. S. GOVERNMENT STYLE
MANUAL.

THE PRESIDENT: Is there any objec-
tion to changing; "percent" as one word
into two words on line 8, page 75?

The Chair hears none so the change is
made.

Delegate Cardin.

DELEGATE CARDIN: On line 8 I
overlooked another "registered" that should
be changed to "qualified",

THE PRESIDENT: Is there any objec-
tion to changing "registered" on line 8,
page 75, to the word "qualified"?

The Chair hears none. The change will
be made.

Page 75, line 8, the word "registered" is
changed to "qualified".

Are there any other changes?
Delegate Ulrich.

DELEGATE ULRICH: On page 76 on
line 11 there, there is "registered voters"
again.

THE PRESIDENT: Change the word
"registered" to "qualified" on line 11, page
76. Is there any objection?

The Chair hears none. The modification
will be made.

Are there any other changes or sugges-
tions?

Delegate Mudd.

DELEGATE MUDD: Mr. President, on
page 59, in line 22, the matter to which
Judge Henderson referred has already been
brought to our attention, and an amend-
ment has already been prepared so there
is no need to refer to that question to staff.

THE PRESIDENT: You mean in sec-
tion 12?

Delegate Mudd.

DELEGATE MUDD: Section 26 on page
59.

THE PRESIDENT: Oh, I am sorry.
Delegate Mudd.

DELEGATE MUDD: In line 22, he
called your attention to the word "such"
and you said you would refer it to staff.
There should be on your desk already an
amendment to correct that line.

THE PRESIDENT: Very well.

Are there any other suggestions as to
the schedule of legislation?

The Chair hears none.

Page 66, line 19, the staff suggests that
the word "such" be changed to the word
"the" and they will prepare an amendment
with respect to Baltimore City. Is there
any objection?

If not, the modification will be made.
