DELEGATE PENNIMAN: Yes, the
meeting will be immediately.

THE CHAIRMAN: The Committee of
the Whole has under consideration section
30 of the Schedule of Transitional Pro-
visions and sections 21, 22, and 23 of the
Schedule of Legislation contained in Com-
mittee Recommendation GP-13. Considera-
tion of these sections was deferred yester-
day in order to permit certain memoranda
and amendments to be prepared. I think it
will be clearer if we distribute both amend-
ments, so will the pages please distribute
Amendments AD and AE, that is "Able
David" and "Able Easy."

The Amendment AD will be numbered
13. The Amendment AE will be number 14.

The Clerk will read each amendment.

READING CLERK: Amendment No. 13
to Committee Recommendation GP-13 by
Delegates Fornos, Abramson, Boileau,
Byrnes, Carson, Gallagher, Gilchrist, Gill,
Lord, Morgan, Moser, Mudd, E. C. Murray,
Powers, Rosenstock, J. H. Smith, M. H.
Smith, Willoner, Harkness, and Johnson.

On page 10, section 30, Judicial Com-
pensation, in line 13 after the word "Ex-
cept" add the letter 'a'; and following line
25 add the following:

(b) The initial salary to be paid by the
State to a judge of the Court of Appeals
shall not be less than the total salary, in-
cludinjr any local supplementation, paid on
January 1, 1008, to the chief judge of the
Court of Appeals established under the
prior constitution.

(e) The initial salary to be paid by the
State to a judge of the Intermediate Ap-
pellate Court shall not be less than the
total salary including any local supple-
mentation paid on January 1, 1968, to the
chief judge of the Court of Special Ap-
peals.

(d) The initial salary to be paid by the
State to a judge of the Superior Court
shall not be less than the total salary in-
cluding any local supplementation paid on
January 1, 1908, to the chief judge of the
Supreme Bench of Baltimore City.

(e) In establishing a uniform scale of
judicial salaries and pensions, including
those for the District Court, the General
Assembly may disregard any local sup-
plementation or local salary or pension
authorized after January 1, 1968, and such
action shall not be deemed to be a diminu-
tion of a judge's salary or pension.

in lieu thereof the following:

Section 21. Vacant.'; and on pages 22,
23 and 24 strike out all of lines 35 through
50, inclusive, on page 22, all of lines 1
through 33, inclusive, on page 23 and all
of lines 1 through 17, inclusive, on page
24 and insert in lieu thereof the follow-
ing :

Section 22. Judicial Pensions; and on
page 24 in lines 19 and 32 respectively
strike out the following: '(!)' and '(2)'
and insert in lieu thereof respectively
'(a)' and '(b)'; and on pages 24 and 25
strike out all of lines 44 through 50, in-
clusive, on page 24 and line 1 on page 25
and insert in lieu thereof the following:
'(e)'; and on page 25 strike out all of sec-
tion 23. Pensions of Spouses of Judges
comprising lines 13 through 44, inclusive,
and insert in lieu thereof the following:
Section 23. Vacant.

THE CHAIRMAN: We will consider
first Amendment No. 13 offered by Dele-
gate Fornos and seconded by the cospon-
sors. The Chair recognizes Delegate
Fornos.

could I respectfully request a reversal on
