that the Committee of the Whole has ap-
proved the schedule in Committee Rec-
ommendation GP-13 except section 30 of
the schedule of transitional provisions and
sections 21, 22, and 23 of the schedule of
legislation, as amended, and with the ex-
ceptions noted, recommends that the sched-
ules be adopted.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that the rules be suspended so that
we may consider Committee Recommenda-
tion GP-13, with the exceptions previously
noted on second reading.

THE PRESIDENT: Is there a second?
DELEGATE BENNETT: Second.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: The motion is sec-
onded. Suspension of the rules requires a
roll call vote. Is there any question?

The question arises on suspension of the
rules to permit immediate consideration
without reference to the Committee on
Style, Drafting and Arrangement of Com-
mittee Recommendation GP-13 with the ex-
ception of section 30, schedule of transi-
tional provisions, and sections 21, 22, and
23 of the schedule of legislation.

A vote Aye is a vote in favor of suspen-
sion of rules. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

There being 102 votes in the affirmative
and none in the negative, the motion car-
ries. The rules are suspended.

the purpose of moving the suspension of
rules to permit moving a suspension of the
interfering rules, to permit consideration
of Amendment No. 12 to amend section
2.14 of the constitution as adopted on sec-
ond reading.

DELEGATE KOSS: Mr. Chairman, I
so move.

DELEGATE KOSS: Mr. Chairman, in
stating the motion, you referred to an
amendment of section 2.14. It is to add a
section 2.14.

while they were distributing the last amend-
ment, I simply wanted to, as the last per-
son who argued hard and long with Dele-
gate Hardwicke, to ask the Chair's com-
