question to ask the Chair. Is it not true
that by Article 23A of the Code, which in-
corporates XI-E of the Constitution, that
where we keep 23A alive, we likewise keep
alive those provisions which are incorpo-
rated in it from XI-E?
THE CHAIRMAN: I do not know that
the Chair would want to answer that ques-
tion just with a bald "yes" or "no", Dele-
gate Clagett. I do not believe it is the kind
of question you can give a general answer
to. It may or may not be true. I think we
should vote on the question.

like this body to welcome someone in the
balcony facing the Chair who has more
than a passing interest in our work, Dr.
John E. Bebout who, as you know, is Di-
rector of the Urban Study Center of Rut-
gers University. He was consultant to con-
ventions in New Jersey, Alaska, Connec-
ticut, and Rhode Island, and was Director
of the Commission on the Simplification of
the New York Constitution in 1958-1960.
I would like you to give him a hearty
welcome, please.
