THE CHAIRMAN: The question arises
on the adoption of Amendment No. 10 to
Committee Recommendation GP-13.

A vote Aye is a vote in favor of Amend-
ment No. 10. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Docs any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 97 votes in the affirmative
and none in the negative, the motion car-
ries. The amendment is adopted.

The pages will please distribute the
Amendment Y for yoke. This is Amend-
ment No. 9 on which you have already
acted.

Delegate Rybczynski, the Chair has been
advised by Delegate Fornos that after some
discussion with him, you will not offer your
Amendment S. Is that correct?

DELEGATE RYBCZYNSKI: That is
correct, sir.

THE CHAIRMAN: Thank you.

And the same applies to your Amend-
ment T?

DELEGATE RYBCZYNSKI: Correct,
sir. I would appreciate that they not be
destroyed until we get through with this
business.

THE CHAIRMAN: That is right, just
passed.

Delegate Gill, I understand you have the
same feeling with respect to your amend-
ments in X and W?

DELEGATE GILL: X and W, hold
them, please.

THE CHAIRMAN: Very well.

The amendment prepared by Delegate
Fornos and others pertains to section 30
in the transitional provisions, and sections
21, 1 think, 22, and 23 on the schedule of
legislation. They are quite involved. A pre-
liminary examination by Delegate Hard-
wicke and the members of the staff leads
them to advise the Chair that with further
time for study, they may accept the amend-
ments and save a great deal of unneces-
sary discussion. The Chair, therefore, pro-
poses to pass and not consider finally this
evening section 30 under the schedule of
transitional provisions, and sections 21, 22,
and 23 under the schedule of legislation,

but to continue and to conclude discussion
in the Committee of the Whole of the re-
maining part of the schedule of legislation
and report out by the Committee of the
Whole to the Convention this evening, move
to suspend the rules and pass on second
reading these two schedules with the ex-
ceptions noted.

There is one other perfecting amendment
to one of the sections on suffrage and elec-
tions passed yesterday which, I think, must
be acted upon, but which will not require
a great deal of discussion. If we can carry
through this program we ought to con-
clude the session this evening without too
much longer time, and I think we could
then adjourn until about noon tomorrow,
have a session to take care of a number of
housekeeping details that must be taken
care of such as post Convention procedures,
resolutions of thanks, and a number of
other matters of that sort, hopefully to
conclude the session by 4:00 P.M. or there-
abouts tomorrow afternoon, adjourn to Sat-
urday, and take final votes on Saturday
assuming that the Committee on Style is
able to complete its work tomorrow as they
hope they can and have available their
final report for consideration Saturday.

The only reason for acting on second
reading by the Convention tonight on these
schedules is that, as I indicated several
days ago, I have had the staff of the Com-
mittee on Style reviewing these two sched-
ules for the past few days so that if they
had any serious style amendments, they
could present them to us very promptly.

They do not have any such amendments
to suggest. These two schedules as indi-
cated earlier are much less important from
the point of view of style than the consti-
tution on which we have been working
and, in any event, even after second read-
ing passage this evening any style changes
that did develop to be necessary could be
acted upon tomorrow afternoon. I make
that announcement now to give you some
idea of what the program is likely to be
for the next few days.
