made in election of city officers, judges,
et cetera, as indicated by the General As-
sembly by law, to make it conform with
earlier provisions; and in line 27 it says
"and" rather than "as well as". Otherwise,
no changes were made in GP-10 as ap-
proved by the Committee of the Whole.

THE PRESIDENT: Are there any ques-
tions of the Committee Chairman?

Delegate James.

DELEGATE JAMES: I support the
question I want to ask is one of substance.

THE PRESIDENT: Very well.

Are there any questions of the Commit-
tee Chairman as to matters of style?

Delegate Carson.

DELEGATE CARSON: Mr. Chairman,
more of a parliamentary inquiry, or in-
quiry of fact. I see that the Committee had
section 9.1.1, "Lottery", included in Gen-
eral Provisions. What will be the effect of
a vote approving the stylistic changes on
General Provisions? Will that also ratify
putting that section in that particular
place?

THE PRESIDENT: Yes, because the
Committee on Style, Drafting and Arrange-
ment has the responsibility of recommend-
ing the arrangement of the Constitution,
and the placement of this in this article in
this fashion is their recommendation to
that effect.

DELEGATE CARSON: Could there be
an amendment after style amendments are
approved with regard to that?

THE PRESIDENT: Not after they are
approved. The Chair would permit you to
request separate consideration with respect
to that section, if that is your desire.

DELEGATE CARSON: I think that
would be appropriate, Mr. Chairman.

THE PRESIDENT: Are there any other
questions as to style?

Delegate Penniman, again maybe this
was because once more you were engrossed
in other things, I suggested several punctu-
ation changes to staff adviser Dr. Philips
this morning. Has he had an opportunity
to talk to you?

DELEGATE PENNIMAN: He men-
tioned this had been done, but I have not
had opportunity to get them.

THE PRESIDENT: I think I can re-
member them.

The Chair had suggested that the comma
after the word "created" in line 18, and
the comma after the word "offered" in
line 19 should be eliminated on the ground
that the phrase between those two commas
is not intended as a parenthetical phrase,
but rather as modifying "granted and
created," so it would read 'in all charters
heretofore granted and created subject to
repeal or modification."

I incorrectly stated that in that the sec-
ond comma would not be the one after
"offered", but would be the one after "mod-
ification".

Do you follow me, Delegate Penniman?
DELEGATE PENNIMAN: Yes, I do.

THE PRESIDENT: Is Delegate Gal-
lagher here? I do not want to tie up the
Convention.

Delegate Penniman, I understand Dele-
gate Gallagher indicated he also concurred
in deletion of the two commas. Would you
concur?

DELEGATE PENNIMAN: Yes, sir.

THE PRESIDENT: Would there be
any objection to considering section 9.06
modified so as to delete the comma after
the word "created" in line 18, and after
the word "modification" in line 19?

Delegate Mentzer.

DELEGATE MENTZER: And lower
case the word "banks" in line 21.

THE PRESIDENT: Yes, and to modify
by lower casing the letter "b" in the word
"banks" in line 21.

The Chair hears no objection. The mod-
ifications will be made.

Are there any other questions?
Before putting this to — Delegate Case.

DELEGATE GA.SE: Mr. President, may
I ask a question about section 9.10?

THE PRESIDENT: Certainly.

DELEGATE CASE: Chairman Penni-
man, I direct your attention to lines 28 to
31 inclusive on page 3. This sentence
bothers me a little, and I am wondering
just what the Committee means by it.

THE PRESIDENT: I think the question
should be directed to Delegate Boyer.

DELEGATE CASE: All right. I will
direct it to Delegate Boyer.
