The Report of the Committee on Style is
accordingly modified to insert the word
"public" before the word "higher" in sec-
tion 8.02, line 18.
The question now arises on the adoption
of the amendments recommended by the
Committee on Style to section 8.02 in lines
20, 21, and 22 on page 1 and lines 2, 3, and
4 on page 2.

DELEGATE LORD: Mr. President, I
think it would be more appropriate if you
restricted that to lines 1, 2, and 3 on page
2 because in line with the amendment that
will come in lines 7 and 8, there is one
word that has to be added on line 4. It is
part and parcel of the amendment which
is going to be offered upon lines 7 and 8.
THE PRESIDENT: Does it change any
of the language?
DELEGATE LORD: Yes, the word
"such" which has been stricken out by the
Committee on Style, we would suggest that
it should be reinserted.
THE PRESIDENT: Very well. The
Chair will divide the question as indicated.
The question arises on the adoption of
the Committee's amendments to section 8.02
contained in lines 20, 21, and 22 on page
1 and lines 2 and 3 on page 2.
A vote Aye is a vote in favor of the
adoption of the amendments recommended
by the Committee. A vote No is a vote
against.

There being 96 votes in the affirmative
and 4 in the negative, the motion is car-
ried, and the amendments are adopted.
The question now arises on the adoption
of the amendment recommended by the
Committee on Style to section 8.02 from
line 4 on page 2.
Before putting the question, Delegate
Lord, is it desired to accept part of the
amendment in that line and reject part?
DELEGATE LORD: That is correct.
THE PRESIDENT: Rejecting the strik-
ing of the word "such"?

DELEGATE LORD: We have no objec-
tion to the insertion of the words "by the
General Assembly by law", but do object
to the striking of the word "such".
THE PRESIDENT: Very well. The
question arises to amend section 8.02 by in-
serting in line 4 on page 4 the words "by
the General Assembly by law".
A vote Aye is a vote in favor of the
amendment; a vote No is a vote against.

DELEGATE CASE: It might be more
meaningful to some of us if we knew what
words Delegate Lord and his compatriots
have come up with in substitution of the
latter part of the sentence, and I suggest
that only because he objects to striking the
word "such", and I assume that has some-
thing to do with what is to come later.
THE PRESIDENT: Delegate Lord.
DELEGATE LORD: Certainly, the last
line would merely be restored. All the other
style changes in line 7 we would agree to.
I will read it through —
THE PRESIDENT: What is the posi-
tion with respect to the word "such" in
line 4?
DELEGATE LORD: We think it should
be restored to make the sentence read more
properly.
THE PRESIDENT: Very well.
The Committee proposes to recommend
that the amendment to strike the word
"such" in line 4 and all of the last line
not be concurred in and the remaining
amendments be concurred in. Does that an-
swer your question, Delegate Case?
DELEGATE CASE: Would that mean,
Delegate Lord, that the word "their" in
line 7 would stay in?
THE PRESIDENT: Delegate Lord.
DELEGATE LORD: That would be our
recommendation.

ommendation of the Committee on Style to
amend section 8.02 by adding in line 4 on
