310 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 30]
County Delegation will meet promptly at
9:45 A.M. tomorrow morning in the County
Office Building, where we will conduct
Citizens Day. We expect to get the advice
and counsel of the citizens of Montgomery
County at this midway point in our Con-
vention.
THE PRESIDENT: Are there any fur-
ther announcements by delegates? If not,
the chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
I move we adjourn until 4:00 P.M. Monday,
October 30.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. So ordered.
(Whereupon, at 3:05 P.M., the Conven-
tion was adjourned to reconvene at 4:00
P.M., Monday, October 30, 1967.)
PLENARY SESSION
October 30, 1967—4:00 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
please come to order.
The invocation today will be offered by
the Reverend Thomas L. Perry of Em-
manuel Lutheran Church, of Baltimore
City. Reverend Perry.
REVEREND PERRY: In the Name of
the Father, and of the Son, and of the
Holy Ghost. Amen.
Oh, God, by Whose wisdom the life of
men is set within communities and nations,
we offer thanks for the blessings of our
life in this commonwealth and entreat
Thee to look with favor upon the work of
the minds and hands of those whose task
it is to bring forth a new Constitution for
our people's governing. May these dele-
gates in all their deliberations strive to
rise above faction and narrowness in any
form, to seek what is good and just for
all. May the fruits of their labors find ac-
ceptance with our citizens and with Thee,
in whose sight all men and all actions are
weighed. Help us, good Lord, to labor un-
der the eye of eternity in this our time
and place, which are thy gifts, thy chal-
lenge.
And to Thee we ascribe all majesty,
might dominion and power through Jesus
Christ. Amen.
THE PRESIDENT: Roll call.
(Whereupon a roll call was taken.)
THE PRESIDENT: Have all delegates
answered roll call?
(There was no response.)
The Clerk will record the roll call. There
being aquorum present, the Convention is
in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
I have been informed that the Committee
on Rules intends to report on Resolution
No. 18 under Item 5 of the calendar. The
report will recommend an amendment to
the rules, and it is desirable that this
change be considered today. Therefore, 1
move that the calendar, with that amend-
ment, be adopted and that the rules be sus-
pended so that consideration of that report
may be given today.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Are you ready for
the question?
(Call for the question.)
The question arises on the adoption of
the calendar as amended to include a re-
port of the Committee on Rules with re-
spect to Resolution No. 18 and to suspend
the rules to permit consideration of the
amendment to the rules to be proposed by
that committee. This requires a roll call
vote.
(Whereupon a roll call vote was taken.)
THE PRESIDENT: Have all delegates
voted? Does any delegate desire to change
his vote?
(There was no response.)
The Clerk will record the vote. There
being 139 votes in the affirmative and none
in the negative, the motion carries. The
rules are suspended for consideration of
the amendment to the rules when we come
to that item on the agenda.
Next item is reports of other standing
committees. We have first the committee
