insert the word "or" after the word "pro-
vided" on line 6 in section 10.04.

and 91 votes in the negative, the amend-
ment is rejected.
If there are no further amendments to
section 10.04, the Chair will proceed to arti-
cle 1, Declaration of Rights, Continuity of
Government During Emergencies.

DELEGATE SOLLINS: Mr. President,
do I understand correctly that an amend-
ment to revert to the original committee
language would be an amendment of style,
rather than an amendment of substance?
DELEGATE JAMES (presiding): The
Chair is of that opinion. It is a proper
amendment at this time.
DELEGATE SOLLINS: I do not have
the amendment printed, Mr. Chairman, but
I would move at this time that the Conven-
tion restore the original language as pro-
posed by the Committee on the Legislative
Branch, which was adopted in the Commit-
tee of the Whole.
DELEGATE JAMES (presiding): The
Chair recognizes Delegate Penniman.
DELEGATE PENNIMAN: It seems to
me it is difficult to take such a step since
we were instructed by the Committee of
the Whole to combine a section in article 1
with the section in article 3, and I do not
know how one can revert to the words as
they came from the Committee of the
Whole, because there are two sets of words.
DELEGATE JAMES (presiding): In
the light of that, it appears to the Chair
the motion is out of order if it is not pos-
sible by striking out the language to actu-
ally recapture the two sections which were
presented to the Commitee on Style.
DELEGATE SOLLINS: I was not
aware they were attempting to capture
two sections.
May I then move when we are consider-
ing the substance a motion to this effect?
DELEGATE JAMES (presiding): That
would be appropriate.

The parliamentarian advises that if you
want to raise the question on the adoption
of the amendments of the Committee on
Style that we can raise the question simply
by voting on whether we shall adopt these
amendments. That would be one issue.
If we do not adopt the amendments, then
we simply will have the two sections which
went to the Committee on Style.
The Chair recognizes Delegate Sollins.
DELEGATE SOLLINS: Mr. President,
we are concerned that some of the protec-
tions that were built into the legislative
branch language have been removed as a
result of this combination of two sections.
If we can have a few minutes, we are try-
ing to work this out.
DELEGATE JAMES (presiding): Does
Delegate Sollins wish to speak to the ques-
tion? The question is on the adoption of
the amendments offered by the Committee
on Style.
DELEGATE SOLLINS: Mr. President,
with the permission of the Convention, I
would like to hold up for a few minutes to
reconsider this and present it at a later
time.
DELEGATE JAMES (presiding): Very
well.
Are there any other amendments to the
sections on style?

The question now presented is the adop-
tion of all the style amendments to GP-7,
GP-8, GP-9, GP-12, as modified.
