that of the 91 days allotted by the Enabling
Act for the session of this Convention to-
day is the 45th. We therefore are at the
halfway point. In the period since Septem-
ber 12, when this Convention assembled,
the committees of this Convention have
held nearly 250 hearings and they have
heard nearly 600 witnesses. Most of the
committees, as I am sure all of you are
aware, are now nearing the end of the
discussion stage and beginning very active
drafting of recommendations and reports.
It is imperative that this work proceed
with all possible dispatch and again 1 want
to urge all delegates who may be con-
templating submission of minority reports
to be working on them now. Please do not
wait for the completion of majority reports
before you begin to think in terms of the
minority report you may offer.

DELEGATE MALKUS: 1 noted with in-
terest that you have just stated that we
have reached the halfway point, 45 out of
91. The reason that I rise is that after 45
days we still have not complied with the
law, Section 12 of Chapter 4 of the 1967
Act which states the Convention shall
appoint an historian whose duties it shall
be to collect, compile, document, preserve
all proceedings of the Convention and its
several committees.
My question, sir, is directed to you and
